MINUTES Tuesday, April 17, 2018 Informational City Council 4 PM Meeting Carnegie Town Hall 235 West 10th Street Sioux Falls City Council Members Present: Christine M. Erickson, Michelle Erpenbach, Rick Kiley, Rex Rolfing, Marshall Selberg, Pat Starr, Theresa Stehly Members Absent: Greg Neitzert and Mike T. Huether 1. Call To Order Council Chair Rick Kiley called the meeting to order at 4 p.m. 2. City Council Open Discussion Council Member Michelle Erpenbach asked for motorists to put down their cell phones, while driving. Council Member Theresa Stehly spoke about Granny Flats and Tiny Houses being allowed in Sioux Falls. She requested Mike Cooper, Director of Planning and Building Services, come to an Informational Meeting to discuss the matter. Stehly explained the process for an item to be placed on an Informational agenda. Council Vice Chair Christine M. Erickson spoke about the reasoning behind the request process and encouraged items be brought to the Council committees. Stehly expressed her concerns about foam at Falls Park and requested that Don Kearney, Director of Parks and Recreation, and the Risk Management Department come before the City Council to discuss their plans for moving forward. She mentioned some ideas suggested by the public. Council Member Marshall Selberg stated that this is National Volunteer Week. He then read a story about a man performing a random act of kindness by clearing out the driveways of strangers. 4. Presentations A. March Monthly Financial Report by Tracy Turbak, Director of Finance Presentation: Approximately 15 minutes followed by discussion Turbak presented the report. He discussed the following PowerPoint slides: Sioux Falls MSA Unemployment; Building Permits YTD Building Valuations; Sales  Tax Collections w/out Audits Cumulative 12-Month Rolling Growth Rate; Entertainment Tax Collections w/out Audits Cumulative 12-Month Rolling Growth Rate; General Fund - Revenue & Expense YTD; 2018 Budget Overview; Focus on Priorities; What services does your money buy?; and Where does the money come from? Discussion followed regarding: pension trust funding; cost of recent snow event; focus on improving efficiency; compliments to the Public Works team for doing a good job with snow removal; and appreciation to Turbak for his service. 5.
