MINUTES Tuesday, May 15, 2018 Informational City Council 4 PM Meeting Carnegie Town Hall 235 West 10th Street Sioux Falls City Council Members Present: Janet Brekke, Christine M. Erickson, Rick Kiley, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr, Theresa Stehly Members Absent: None 1. Call To Order Council Chair Rick Kiley called the meeting to order. He announced that it was his last meeting as Council Chair and then welcomed new Council Members Janet Brekke and Curt Soehl and Mayor Paul TenHaken. 2. Urbanized Development Commission (UDC) A. Meeting of Thursday, May 10, 2018 Jim David, Operations Managers, provided a brief background on the commission's purpose. The commission approved: a Public Participation Plan for the 2019-2022 Transportation Improvement Program (TIP); FTA grants; and the 2040 Long-Range Transportation Plan, which changes the 85th Street overpass to the 85th Street interchange. 3. City Council Open Discussion Council Member Theresa Stehly thanked Kiley for his service as Council Chair; welcomed the Council Members and Mayor; and read from a letter that she wrote, which expressed words of wisdom for the new members. 4. Presentations A. April Monthly Financial Report by Tracy Turbak, Director of Finance Presentation: Approximately 15 minutes followed by discussion Turbak provided the report and spoke about: Sioux Falls MSA Unemployment; Building Permits YTD Building Valuations; Sales Tax Collections w/out Audits Cumulative 12-Month Rolling Growth Rate; Entertainment Tax Collections w/out Cumulative 12-Month Rolling Growth Rate; and General Fund - Revenue & Expense YTD.  Discussion followed regarding: the snow removal budget; and the location of the $1.5 million surplus capital funds. Kiley thanked Turbak for his service as Finance Director. B. Audit Report 17-08: Motor Vehicle Fee Revenue by Ashley VanDeBerg, Internal Auditor Presentation: Approximately 5 minutes followed by discussion VanDeBerg spoke about: the purpose of the audit; background, objectives, scope, results, analysis and projections, audit recommendations, internal controls, and conclusions in the report. Discussion followed regarding: fee remittance; registered workers; who in the City receives the money; money being returned to the City; who was audited; Recommendation 1; no response from the State; sharing of information; funds being placed in a grant program for culverts around the State; who is watching the City's share of funds; and the correction of problems. Kiley announced that there would be no Land Use Committee meeting. 5. Adjournment Council Chair Rick Kiley adjourned the meeting at 4:39 p.m. Denise D. Tucker, MMC Assistant City Clerk
