Members Present: Janet Brekke, Christine M. Erickson, Rick Kiley, Greg Neitzert (Arr. 4:03
p.m.), Marshall Selberg, Curt Soehl, Pat Starr, and Theresa Stehly
Members Absent: None
1. Call To Order
Council Chair Erickson called the meeting to order at 4 p.m.
2. City Council Open Discussion
There was none.
3. Presentations
A. Falls Park Safety Review by Don Kearney, Director of Parks and Recreation
Presentation: 15 minutes followed by discussion
Moore provided a presentation which included information about: Falls Park
Overview; Review Process; Drowning History; Measures Considered But Not
Recommended; Recommendations; Falls Park - Lower Falls Viewing;
Recommendations; Caution Sign; Falls Park Warning Signs; and
Recommendations.
Discussion was held regarding the following: an overview of existing rescue
operation types and procedures used by Sioux Falls Fire Rescue; the number of
rescues performed at the Falls; the timeline and amount of money spent on safety
improvements; the proposed timeline for the construction of the lower falls
viewing area; the color and height of the warning signs; a sign designed
specifically for the foam area; the number and location of fatalities; the reasons for
having a low head dam; how the location of fencing could impact rescue
operations.
Council Members Neitzart, Kiley, Starr and Stehly discussed whether or not an
additional assessment was needed from an independent 3rd party. The need,
timeline and cost of the assessment was discussed. Erickson requested additional
information regarding costs and timeline for an independent 3rd party assessment.
B. Planning and Building Services: Who We Are by Mike Cooper, Director of
Planning and Building Services

at 4 p.m.
C. South Eastern Council of Governments Overview by Lynne Keller Forbes,
Executive Director of SECOG
Presentation: 15 minutes followed by discussion
Keller Forbes provided a presentation which included information about: SECOG
Structure; 2017 Revenues; 2017 Dues; Project Development and Funding
Applications; 2017 Funding Secured with SECOG's Assistance; 2017 SECOG
Region Infrastructure Return on Investment; Funding Secured by County in 2017;
2017 Infrastructure Return on Investment By County; Land Use Regulations
Metropolitan Planning Organization (MPO); South Eastern Development
Foundation; SEDF Loans in 2017; Stogeez/Bin 201; Affordable Housing;
Governor's House; Sioux Falls Governor House Lot Locations; Grasslands 2017;
Price; Exterior View; Interior Views; Total Sales; Economic Impact - Estimated
Taxes; Land Purchase - November, 2017; Household Income; Net Worth; Dakota
Business Finance; Dakota Business Finance Service Area; Typical Structure for
504 Loans; Year in Review Dakota Business Finance; 504 Loans in South Dakota;
2017 Lender Volume by CDC in SD; Keller Williams Realty; Nyberg's Ace
Hardware; and Tires Tires Tires.
Discussion was held regarding the following: the quality of the Governor’s
Houses; the price increase for these homes; the styles available; the Housing
Opportunity Fund Grant; financing; the number of voluntary community
members; the benefits of promoting both the region and the state; the benefits of
planning and grant applications; and getting different groups together for projects.
D. Veterans Cemetery Update by Council Member Rick Kiley
Presentation: 15 minutes followed by discussion
Kiley introduced Kenneth Teunissen and Terry Paulson who have assisted with
this project in the past. He also recognized the following for their key roles in this
project: The Sioux Falls City Council, the City Attorney’s Office, Mayors Huether
and TenHaken, the Planning and Public Works Departments, and Jim David, City
Council Operations Manager.
Kiley provided a presentation which included information on: Determine The
Need; State Veterans Cemetery Background; Timeline; Map; State Veterans
Cemetery Property (Proposed); Minnesota State Veterans Cemetery in Preston,
MN; and Timeline.
Kiley and Teunissen answered questions regarding the following: the condition of
the roads to the proposed site; who can be laid to rest in the cemetery; the number
of plots, developments, and vaults that will be put in the cemetery; the application
process for reserving a spot; the value of the property; and the location of a visitor
kiosk, administration office, maintenance building and rotunda for funeral
services.
4. Executive Session
A. Discussing the qualifications, competence, performance, character or fitness of
any public officer or employee or prospective public officer or employee. The
term "employee" does not include any independent contractor. (SDCL 1-25-2(1))
A motion was made by Greg Neitzert and seconded by Curt Soehl to enter
Executive Session at 5:27 p.m. for the purpose of "Discussing the qualifications,
competence, performance, character or fitness of any public officer or employee or
prospective public officer or employee. The term 'employee' does not include any
independent contractor. (SDCL 1-25-2(1))"
Vote: Roll Call: Yeses, Janet Brekke, Christine M. Erickson, Rick Kiley, Greg
Neitzert, Marshall Selberg, Curt Soehl, Pat Starr, Theresa Stehly, 8. Noes, 0.
Motion Passed.
A motion was made by Pat Starr and seconded by Curt Soehl to exit Executive
Session at 5:56 p.m.
Council Chair Christine M. Erickson called for a voice vote. All members voted
yes.
Motion Passed.
5. Adjournment
Council Chair Christine M. Erickson adjourned the meeting at 5:56 p.m.
