MINUTES Tuesday, June 26, 2018 Informational City Council 4 PM Meeting Carnegie Town Hall 235 West 10th Street Sioux Falls City Council Members Present: Christine M. Erickson, Rick Kiley, Greg Neitzert, Marshall Selberg, Pat Starr, Theresa Stehly, Mayor Paul TenHaken Members Absent: Janet Brekke and Curt Soehl 1. Call To Order Council Chair Christine M. Erickson called the meeting to order at 4 p.m. 2. City Council Open Discussion Council Chair Erickson noted the discussion about Falls Park safety at the previous Informational Meeting and asked other members their opinion on conducting an additional study. Council Member Greg Neitzert explained his research of the topic and noted many reviews of safety at the Park have occured. He noted he would be comfortable moving forward with the recommendations presented at the previous meeting. Council Member Theresa Stehly recommended having an independent third party conduct a study with written results. Erickson added that she will follow up with the Attorney's Office for a formal write-up. Council Member Rick Kiley noted that recommendations were presented at the previous meeting and the Council would have the final say on the recommendations. 3. Presentations A. 2019-2023 Capital Program Presentation by Mayor Paul TenHaken Mayor Paul TenHaken provided a financial health review which included the impacts on our economy, the long-term revenue growth trend, the short-term revenue growth trend, sales debt capacity, outstanding debt compared to the legal limit, per capita debt, and Moody’s bond rating. He next explained the components (Capital Improvements and Capital Equipment) and purposes of the Capital Program, the Capital Program Book which can be found at  www.siouxfalls.org, and investments over the past 10 years. The proposed Capital Program will invest $135.3 million in 2019 and $784.4 million over the next five years in capital projects and equipment. The various funding sources for the program were identified and it was noted that water reclamation investments will be large. Utility investments include $73.9 million for water and $261.7 million for water reclamation. TenHaken explained the impacts the investments will have in expanding the capacity of the Water Reclamation Treatment Facility, funding, and the anticipated construction timeline. The proposed program will also invest in several hundred blocks over the next five years through concrete joint repair/resealing projects, neighborhood rehabilitation/construction projects, surface treatment projects, and asphalt overlay projects. An updated Pavement Management Survey will be conducted in 2019 to identify future investments and all streets rated poor will be improved by the end of 2019. $4.4 million is programmed for upgrading sidewalk curb ramps, improving sidewalk conditions, and ADA compliance. Arterial Street improvements include 69th St. from West Medical Court to Louise Ave., 41st St. and Western Ave. Intersection Improvements, and 57th St. from Hwy. 11 to Six Mile Rd. The 26th Street Overpass project was also discussed; the project is not part of the proposed Capital Program, but the City’s $27.9 million investment in the $43 million federal-state-local partnership will have a positive impact. Major street reconstruction includes Minnesota Ave. from Russell St. to 18th St. and 41st St. from Shirley Ave. to Marion Ave. (Note: the original presentation incorrectly noted “Shirley Ave. to ‘Minnesota Ave.’” The slide (#30) is corrected and replaces the version originally provided.) Bridge Rehabilitation includes the Eighth Street Bridge in 2019 and the Sixth Street Bridge in 2022; future bridges include the 49th Street and Big Sioux River Bridge and the South Cliff Avenue and Big Sioux River Bridge. $28.5 million will be invested in Parks under the proposed plan to include: $5.4 million for cyclical park replacement programs, $2.9 million for bike trail maintenance and replacement, and $1.4 million for expansion of the Park Shop and Remote Park Shop. $3.2 million is proposed for the construction of Fire Station #12 and $20 million to $30 million is estimated for a Public Safety Training Center. TenHaken closed by noting his intent for a more collaborative capital program process in future years, a new approach of community collaboration to maximize City dollars with partnerships, fewer studies to reconfirm needs, and embracing the latest technology and smart City methodology, all in order to thrive today and into the future. 4.
