MINUTES Tuesday, July 3, 2018 Informational City Council Meeting 4 PM Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Janet Brekke, Rick Kiley, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr, Theresa Stehly Members Absent: Christine M. Erickson 1. Call To Order Council Vice Chair Marshall Selberg called the meeting to order at 4 p.m. 2. Staff Report A. Tom Greco, City Clerk The Council was reminded that the July 24, 2018, Informational and Joint (if needed) Meetings will be held in the Minnehaha County Commission Room. The Mayor's Budget Address will be held on July 31, 2018, at 2:30 p.m. at the Orpheum Theater. The venue changes are a result of the audio/visual upgrades that will be ongoing in Carnegie Town Hall. Council Member Greg Neitzert asked if a digital timer would be installed with the upgrade. Greco noted there is currently a timer at the Chair's position; the upgrade will include wiring the podium to make the timer available for the public. 3. City Council Open Discussion Council Member Theresa Stehly showed a video entitled “Solution for Homelessness” which is about a program in Fort Worth, Texas and encouraged others to watch it. She also noted that she would be presenting an amendment to the public input ordinance to allow for electronic photographs. Council Member Rick Kiley noted the Veteran’s Cemetery ordinance would come forward for Council consideration soon. Council Member Pat Starr discussed the success of the Zoo’s recent free admission. He noted it attracted many from in and outside of the community. He encouraged this type of program in the future. 4. Presentations A. Accessory Dwellings in Residential Districts by Mike Cooper, Director of Planning and Development Services Presentation: Approximately 15 minutes followed by discussion Mike Cooper, Director of Planning and Development Services, discussed the following: new single-family home costs; the Neighborhood Revitalization Program; the small and tiny home movement; residential building and zoning codes; Accessory Dwelling Units (ADU); SHAPE Places requirements for ADUs; manufactured homes; and, licensed manufactured home parks. Discussion followed about: clarifying the location of ADU’s in yards; storm requirements; parking requirements; tiny homes; manufactured homes; ADU building standards; Council powers to regulate tiny home developments; setback requirements; and, home density. B. May Monthly Financial Report by Tom Huber, Assistant Director of Finance Presentation: Approximately 15 minutes followed by discussion Tom Huber, Assistant Director of Finance, presented the following: Economic Indicators and a Financial Overview; sales tax collections (without audits); General Fund Revenue and Expenditure Analyses; reserves policy to date; cash position, revenue and expenditure budget and actuals; the Sales Tax Fund to include available balance, revenues, and expenditures; Sales Tax collections; and other tax-supported funds. Discussion followed about: the differences between the types of “other funds” listed on pages four through six; CVB-BID Fund reporting and audit; entertainment and lodging taxes; and, the Canaries Stadium budget. 5. Public Input Brett Kruse spoke about homelessness and the Canaries Stadium. 6. Adjournment Council Vice Chair Marshall Selberg adjourned the meeting at 5:16 p.m. Thomas M. Greco City Clerk
