MINUTES Tuesday, July 10, 2018 Informational City Council 4 PM Meeting Carnegie Town Hall 235 West 10th Street Sioux Falls City Council Members Present: Janet Brekke, Christine M. Erickson, Rick Kiley (Arr. 4:10 p.m.), Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr, and Theresa Stehly Members Absent: None 1. Call To Order Council Chair Christine M. Erickson called the meeting to order at 4 p.m. Erickson reminded the Council and audience that the Council Meetings occurring on Tuesday, July 24, 2018, will be held at the Minnehaha County Administration Building, County Commission Room, due to equipment installation/updates in the Chambers. 2. Fiscal Committee A. Meeting of Tuesday, July 3, 2018 Council Member Pat Starr provided updates discussed at the Fiscal Committee Meeting regarding the 2017 Sales and Use Tax available fund balance. 3. City Council Open Discussion Councilor Theresa Stehly spoke about outdoor swimming facilities in the city. Stehly thanked Stacy Tieszen, former Coordinator for the Homeless Advisory Board, for her many years of service. Stehly would like to be involved in future discussions regarding the Homeless Advisory Board and the Triage Task Force. Council Member Marshall Selberg spoke regarding the recent meetings regarding changes to the Boards. He stated the programs are being reviewed and there are no decisions regarding any modifications at this time. Starr said he toured the new archives building. He made positive comments about the building and the accessibility to the public. Stehly noted that she and Council Members Janet Brekke, Starr, and Selberg participated in the 4th of July picnic. She noted she received positive feedback from citizens for the Council Member's participation in the event.  Brekke discussed being a member of the audience and watching last week's Fiscal Committee Meeting. She expressed appreciation for receiving the valuable information prior to the upcoming budget hearings. Brekke stated she would like to sit in on all committees. She also stated that she would like to see the committees disbanded and, instead, extend the time for Informational Meetings so all Council Members can participate, ask questions, and receive the same information at the same time. Erickson provided an update on how all Council Members have the opportunity to attend, speak and ask questions at all committee meetings. She cited several examples of committee meeting topics that were referred to sub committees for future research and discussion. Council Member Rick Kiley stated that Item 8 on tonight's City Council Meeting Agenda will be withdrawn. 4. Presentations A. Annual Ambulance Service Report by Jill Franken, Public Health Director; and Michael Bureau, Chief Operating Officer, Paramedics Plus Presentation: Approximately 20 minutes followed by discussion The following presentation was reviewed and discussed: Focus on Patient Care; Mission Lifeline; Clinical Outcomes; CARES: Cardiac Arrest Registry to Enhance Survival; The People Who Make A Difference; Employee Engagement; Paramedics Plus; My Supervisor and Team; Me; Salary & Benefits; Taking Care of Patients: Customer Satisfaction; Service to Our Community; Emergency Compliance Over Time; Non-Emergency Compliance; Growth by Contract Year; and the Lincoln County Station. Discussion followed concerning: the breakdown of ambulance calls, by priority level; the time lengths for outlier situations; the agreement and Request For Proposal process for the Fire Department to be on stand-by; the posting of the compliance reports online; the improvement in numbers that reflect cardiac care, employee surveys, salaries, and patient reviews; response time perception vs. statistical information; drug assisted intubation calls; retention rate statistics; profit margins and pay vs. no pay statistics; percentages of customers that don't have insurance; the average cost of an ambulance ride; review of the engagement satisfaction chart and timeline; benchmarks established for the rate increase; number of ambulance calls that result in actual transport; a breakdown of transport costs; satisfaction surveys and circumstances regarding outliers. 5. Public Input Scott Ehrisman spoke about: using a public ambulance service; the fee structures for the  private ambulance service; the Fire Department being trained on Advanced Life Support; and a new safety village being built.
