MINUTES Tuesday, July 24, 2018 Informational City Council 5 PM Meeting Minnehaha County Commission Chambers Sioux Falls City Council 415 N. Dakota Ave. Members Present: Janet Brekke, Christine M. Erickson, Marshall Selberg, Curt Soehl, Pat Starr, Theresa Stehly Members Absent: Rick Kiley and Greg Neitzert 1. Call To Order Council Chair Christine M. Erickson called the meeting to order at 5 p.m. 2. City Council Open Discussion There was none. 3. Presentations Item B was heard at this time. A. June Monthly Financials by Tom Huber, Assistant Director of Finance Presentation: Approximately 15 minutes followed by discussion Huber presented the report and spoke about: the Sioux Falls MSA Unemployment; Building Permits YTD Building Valuations; Long-Term Sales Tax Revenue Growth, Sioux Falls Sales Tax Rolling 10 Year Average Annual Growth Rate; Short-Term Sales Tax Revenue Growth, Year-Over-Year Monthly Sales Tax Growth, Jan 2017 - June 2018; Sales Tax Collections w/out Audits Cumulative 12-month Rolling Growth Rate; General Fund -Revenues YTD, YTD Revenue by Source; General Fund - Expenditures YTD, YTD Expenditures by Source; General Fund - Fund Balance; Lodging Tax Reconciliation; and Entertainment and Lodging Tax Growth. Discussion followed regarding: being half way through the budget; lodging tax error and where the money went; if anyone is going to request money; estimated percentage for the 2019 budget; trends; any concerns from the first half of the year (snow supplement); the Convention and Visitors Bureau funding; the budget for the police and fire departments; reserve funds; when to approach the Council for a supplement; comparing property tax to building growth (a 2-3 year look); taxes on the multi-use parking ramp; and update on a Supreme Court ruling. B. Ranked Choice Voting by Joe Kirby Presentation: Approximately 15 minutes followed by discussion Kirby provided a brief background of himself and City government. He stated that he was an advocate of Ranked Choice Voting and its ability to save costs and eliminate the need for a Run Off Election. He then explained how the voting process works. You select who you want to win and place their name in the No. 1 slot, you do this until you get to your last slot with the name of the person you would least like to win. During the Ranked Choice Voting process the person who received the least amount of votes is out of the race and the voter’s next choice is given the votes. This occurs until all of the votes have been reallocated and someone reaches 50% plus one vote. Kirby demonstrated the process for Ranked Choice Voting. He said the process is used in a number of cities. Discussion followed regarding: what elections could Ranked Choice Voting be used for; how to avoid a Run Off election; ballot styles and tabulations; and the capability of technology. 4. Public Input Scott Ehrisman spoke about taxes, building permits, lodging tax, people not staying in Sioux Falls, and Ranked Choice Voting. 5. Adjournment Council Chair Christine M.
