MINUTES Tuesday, August 28, 2018 Informational City Council 4 PM Meeting Carnegie Town Hall 235 West 10th Street Sioux Falls City Council Members Present: Janet Brekke, Christine M. Erickson, Rick Kiley, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr, Theresa Stehly Members Absent: None 1. Call To Order Council Chair Christine M. Erickson called the meeting to order at 4 p.m. 2. City Council Open Discussion There was none. 3. Presentations A. Lincoln-Minnehaha County Pre-Disaster Hazard Mitigation Plan Update by Regan Smith, Fire Rescue Emergency Manager Presentation: Approximately 10 minutes followed by discussion Smith introduced representatives from Public Works and Lincoln and Minnehaha Counties Emergency Management. He presented a PowerPoint presentation which covered the Pre-Disaster Mitigation Plan, Importance of the PDM Plan, and the PDM Planning Process. Discussion followed regarding Environmental/Storm Water Manager Andy Berg’s role with the plan. B. Emerald Ash Borer City Response Update by Don Kearney, Director of Parks and Recreation Presentation: Approximately 5 minutes followed by discussion Kelby Mieras, Park Operations Manager, began the presentation by thanking the departments that have been involved in the process. He presented a PowerPoint presentation which covered: Emerald Ash Borer - Mortality; Ash Tree Numbers in Sioux Falls (est.); EAB Action Plan - 2018/2019; Street Tree Removal Plan; Public Tree Removal Plan; Ash Tree Mortality and Proposed Pace of Removal; Private Tree Removal; Wood Waste Disposal; Proposed Ordinance Changes; New Reality of Our Urban Forest; Communication Plan; and Conclusion. Discussion followed regarding: classification of trees; change of fees; how to tell if a tree has been treated; requirements for an arborist license or certified arborist; how to know if you have a qualified arborist; avoiding scams; what tree would you like to see replace the Ash tree; who is doing the spot checks; cost associated with a replanting permit; treatment plan for a live tree; fewer Ash trees in 10 years; plant trees now; letter read by Council Member Theresa Stehly; will the City treat trees; Project T.R.I.M; number of arborist in Sioux Falls; Stehly’s plan to conduct a survey regarding how communities care for trees in the boulevard; commendation of plan; glad to continue with Project T.R.I.M; what is the enforcement for dead and diseased trees; any City subsidies available for removing trees; scammers; communication for haulers; Ash trees along the river; bug survival; explanation requested for the fee increase; arborist peddlers license information; replanting of trees; and options for transporting the trees during the no travel period. 4.
