MINUTES Tuesday, September 25, 2018 Informational City Council 4 PM Meeting Carnegie Town Hall 235 West 10th Street Sioux Falls City Council Members Present: Janet Brekke, Christine M. Erickson, Rick Kiley, Greg Neitzert, Pat Starr, Theresa Stehly Members Absent: Marshall Selberg and Curt Soehl 1. Call To Order Council Chair Christine M. Erickson called the meeting to order at 4 p.m. 2. Land Use Committee A. Tuesday, September 18, 2018 Committee Chair Rick Kiley presented the report later in the meeting. 3. Administration Communications Erica Beck, Mayor's Chief of Staff, provided the following updates: the Park's Master Plan Agreement; the Glory House project; upcoming historical overview of Tax Increment Financing; and a future presentation of property tax abatement. Discussion followed regarding the Huey Building and the Glory House property, project and facts. 4. City Council Open Discussion Councilor Theresa Stehly thanked those who reached out to her in regards to her mother, who recently had a catastrophic stroke and is now in a nursing home; and to staff who helped her participate in last week's City Council Meeting via conference call. Kiley reported that the Land Use Committee received presentations on the Citizens Planning Academy and Right Of Way vacations and policies. 5. Presentations A. History of Internal Audit by Council Member Greg Neitzert Neitzert introduced the Internal Audit Staff and explained the research done for the report, before giving the PowerPoint presentation. He discussed: the Current Status of Audit Division; What Do We Want from Audit?; What is Internal Auditing; Internal vs. External Audit; Who Benefits from Internal Audit?; The Need for Internal Audit - City of Sioux Falls; December 2004 - A Major Controversy; Council Response - 2005; DLA Findings; DLA Findings (2); DLA Findings (3); DLA Recommends; DLA Recommendations (2); Recommendations Implemented; Recommendations Implemented (2); Additional Safeguards; Audit Committee & Audit Division Created; Audit Charter; Audit Charter (2); Audit Charter (3); and What Do We Want from Internal Audit - Possibilities. Erickson asked for public input. There was none. Discussion followed regarding: Stehly spoke about attending her first Audit Committee meeting; Audit priorities; how the City prevents fraud; the Fraud Hotline; Audit topics; Audit independence; promoting the Fraud Hotline within the City; developing an Audit plan; establishing an Audit Committee; improve working conditions for the Internal Auditors; expressed appreciation for the Internal Audit staff; the need for Internal Audit; looking for an Internal Audit manager; the wage study; comparison to other cities; and checks and balances. 7.
