MINUTES Tuesday, September 18, 2018 Informational City Council 4 PM Meeting Carnegie Town Hall 235 West 10th Street Sioux Falls City Council Members Present: Janet Brekke, Christine M. Erickson, Rick Kiley, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr Members Absent: Theresa Stehly 1. Call To Order Council Chair Christine M. Erickson called the meeting to order at 4 p.m. 3. Public Services Committee A. Tuesday, September 11, 2018 Committee Chair Curt Soehl reported there were two things on their agenda: a landfill update and natural gas fire pits downtown. 4. Administration Communications Erica Beck, Mayor's Chief of Staff, spoke about the following upcoming items: an ordinance pertaining to a Right-Of-Way annexation for interchanges around I-29 and I-90 and I-90 and Marion Road; the Levitt Shell construction; how the City uses grants; and asset management software. A request was made for an update on the Cascade project. 5. City Council Open Discussion Councilor Janet Brekke said she's inspired by the Mayor's work with his team and that the Council needs to listen to the constituents and to come up with a process for their voices to be heard. And then they need to work together with the Mayor to create a vision for the city. Councilor Rick Kiley spoke about the forthcoming Veterans Cemetery Ordinance and the Sanford International Golf Tournament. Erickson spoke about the budget process for tonight’s City Council meeting. 6. Presentations A. August Monthly Financials by Tom Huber, Assistant Director of Finance Presentation: Approximately 15 minutes followed by discussion Huber spoke about the following during his PowerPoint presentation: Unemployment; Building Permits, YTD Building Valuations; Inflation; Municipal Sales Tax Due & Statewide Taxable Sales 12-month Rolling; Short-Term Sales Tax Revenue Growth; Sales Tax Collections w/out Audits, Cumulative 12-Month Rolling Growth Rate; General Fund - Revenues YTD; and General Fund - Expenditures YTD. B. Village on the River Development Update by Matt Nelson, Public Parking Facilities Manager Presentation: Approximately 10 minutes followed by discussion Nelson spoke about the following during his PowerPoint presentation: $60 Million Project Investment, 15 story mixed-use development; City Project Budget; Median Parking Structure Costs Versus Actual Costs; Excavation and Micropiles; Construction Milestones; and Developer Milestones. Discussion followed regarding: the quality of the presentation; costs of the parking ramp; micropiles; soft costs; the 15th floor restaurant; private retail on the lower level; crane removal; construction bonds; construction screens; and appreciation for the information provided. 7.
