MINUTES Tuesday, November 13, 2018 Informational City Council 4 PM Meeting Carnegie Town Hall 235 West 10th Street Sioux Falls City Council Members Present: Janet Brekke, Rick Kiley, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr, Theresa Stehly Members Absent: Christine M. Erickson 1. Call To Order Council Vice Chair Marshall Selberg called the meeting to order at 4 p.m. 2. Urbanized Development Commission (UDC) A. Meeting of Thursday, November 8, 2018 Council Member Greg Neitzert provided an update encompassing the following topics: Benson Road Interchange Project Update; 2018 Coordinated Public Transit Human Services Transportation Plan; and the Fixed Route Transportation System. Council Member Pat Starr added that he has volunteered to serve as the Vice Chair for the Commission starting on January 1, 2019. 3. Administration Communications Erica Beck wished a Happy Birthday to Mayor Paul TenHaken. She also provided timelines for updates on the following topics: the sale of the Ice and Recreation Property to The Glory House; the Arboretum Master Plan; Golf Course Operations; proposed revisions to the Garbage and Recycling Ordinance; Interchange at 85th Street and I-29; and the status of South Dakota Housing and Development Authority applications. 4. City Council Open Discussion Council Member Theresa Stehly spoke about the variety of her day long meetings and the value of listening to citizens. Council Member Janet Brekke spoke about the National League of Cities Conference held last week in Los Angeles, CA. A more detailed report will be  forthcoming. Council Member Rick Kiley spoke about the sessions he attended at the National League of City Conference. He expressed sympathy to the communities in California that were victimized by mass shootings and the ongoing fire disasters. Pat Starr spoke about a fundraiser today for the Kids Table Restaurant Fundraiser sponsored by South Dakota Voices for Peace. Restaurants across Sioux Falls will be donating a percentage of today's sales to be used to build legal and support services to over 300 unaccompanied minors from South America living in South Dakota and minors separated from their parents at the border (since reunited) and living in South Dakota. 5. Presentations A. Sioux Falls Development Foundation Update by Bob Mundt, President and CEO Presentation: Approximately 15 minutes followed by discussion Mundt provided an overview of his background, experience and qualifications. He noted recent partnerships that will draw more attention to the City of Sioux Falls and promote the area and business climate. He cited numerous publications that show the city as a leader in location for business and young professionals. Mundt also discussed targeting businesses to come to our region, retain employees, and workforce development. Discussion followed regarding: Teaching English classes to broaden our demographic for future success; the amount of developed acres at Foundation Park; A request for future updates on property taxes and platting fees for Foundation Park; and challenges to overcome to attract new employers. B. Emerald Ash Borer Response Update by Kelby Mieras, Park Operations Manager Presentation: Approximately 10 minutes followed by discussion Mieras covered the following topics during his PowerPoint presentation: Response Plan Update; Street Tree Removal Plan; Public Tree Removal Plan; Sioux Falls ReLeaf Project; Replanting Strategy; 2019 Planting Plan; 2020 Planting Plan; and Communication Plan. Discussion followed regarding: what species of trees should be planted in the boulevards to replace ash trees; the chainsaw recertification program for inmates; the timeline for removing ash trees in the future and the caliber of trees to be used for replacement; details regarding the ReLeaf Project including the costs and installation agreements; and the donation of 21 trees received from Splitrock Nursery. T.J. Nelson, Deputy Chief of Staff for the Mayor, was asked to come forward and  respond to inquiries regarding the following: the replanting locations; the application form to be used; the matching dollar amounts; the timeline for finalizing the information and providing donors with additional information; donations to the park system being tax deductible; and in 2019 the focus will be on removing the trees, in 2020 the replanting will begin. C. Utility Rates Presentation by Mark Cotter, Director of Public Works Presentation: Approximately 20 minutes followed by discussion Cotter spoke about the following during the Utility Rates presentation: Continued investment; Enterprise Accounts; Sioux Falls Light and Power: Light and Power Facts; Key Modelling Assumptions; Rate Funded Capital Improvement Projects (2019-2023); Cash Targets and Balance Projections; Proposed 2020-2023 Residential Customer Rates Light and Power; Sioux Falls Regional Sanitary Landfill 2020-2023 Tipping Fee Analysis; Sioux Falls Regional Sanitary Landfill; Municipal Solid Waste (MSW); Construction and Demolition Debris (C&D); Key Modeling Assumptions; Storm Drainage Utility 2019-2023 Fee Analysis; Storm Drainage Funding; Repairs of Deteriorated Inlets; Channel Rehabilitation; Sump Pump Collection System Retrofits; Cleaning Channels and Pipes to Reduce Street Flooding; Street Sweeping to Reduce Siltation and Improve Water Quality; Regional BMP Program (Land, Construction, Maintenance); Levee Systems Operations and Maintenance; Key Modeling Assumptions; Priority Storm Drainage Projects 92019-2023); Proposed Drainage Fee Increase; Platting Fees; Performance Based Stormwater Standards and Hybrid Platting Fee; Platting Fee Projections: 2019-2023, Phased Rate Adjustment; Sioux Falls Water Purification 2020-2023 Rate Analysis; Photo, Key Modeling Assumptions; Sioux Falls Water Reclamation 2020-2023 Rate Analysis; Water Reclamation, Current State; Water Reclamation Rate Analysis for 2020-2023 Rate Setting; and Monthly Impact to Typical Residential House 2020. Discussion followed regarding: the increase in using electric cars in the future; purchasing houses to gain greenspace for a retention pond; maintaining affordable housing; uses for tree and leaf waste; ability to buy additional power if needed; incentives for using less power in operational costs; determining fixed charges; tipping fees and recycling; user fee vs. second penny; special revenue funds; budget for storm drainage; goals to reduce water discharge; sump pump collection system; a request for a water rate decrease to the citizens; and a review of a list of questions that Stehly would like answered in the near future. D. Asset Management Software System by Tom Huber, Assistant Director of Finance Presentation: Approximately 10 minutes followed by discussion Huber spoke about the following during the Asset Management presentation: Asset Management Software; Selection Process; Data Transfer Solutions - VUEWorks; Contract Terms; and Implementation.  Discussion followed regarding: how this will benefit the citizens of Sioux Falls; work order system and improved efficiency; taking care of the city's assets; having a standardized system; and the type of systems used by the State of South Dakota as well as Minnehaha and Lincoln Counties. 6. Public Comment There were no public comments. Cotter updated the City Council that the 2nd Reading for the Utility Rates ordinance would be on the City Council Agenda for Tuesday, December 4, 2018. 7.
