MINUTES Tuesday, November 20, 2018 Informational City Council 4 PM Meeting Carnegie Town Hall 235 West 10th Street Sioux Falls City Council Members Present: Janet Brekke, Rick Kiley, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr, Theresa Stehly Members Absent: Christine M. Erickson 1. Call To Order Council Vice Chair Marshall Selberg called the meeting to order at 4 p.m. 2. Administration Communications There was none. 3. City Council Open Discussion Council Member Rick Kiley spoke about attending the groundbreaking for the USD Discovery District inaugural building. He provided information on the companies that are working with the Discovery District. Council Member Pat Starr also spoke about attending the groundbreaking ceremony this morning and the successful private/public partnership that brought this research park forward. 4. Presentations A. October Monthly Financials by Tom Huber, Assistant Director of Finance Presentation: Approximately 15 minutes followed by discussion Huber provided information on the following PowerPoint slides: Unemployment; Building Permits YTD Building Valuations; Inflation; Short-Term Sales Tax Revenue Growth; Sales Tax Collections w/out Audits Cumulative 12-Month Rolling Growth Rate; General Fund - Revenues YTD; General Fund - Expenditures YTD; Year-end Projections. Discussion followed regarding: the entertainment tax and operational reserves; repairs on facilities; the General Government Construction Fund balances; Bond performance levels; Economic cycles; Carry forwards and Carry overs; and Enterprise departments.  B. Chapter 57: Garbage and Recycling Ordinance Revisions by Dustin Hansen, Landfill Superintendent Presentation: Approximately 15 minutes followed by discussion Hansen reviewed the following PowerPoint slides: Sioux Falls Regional Sanitary Landfill (SFRSL); Household Hazardous Waste Facility; Current Collection System; Solid Waste Planning Board; Chapter 57 Ordinances; and Chapter 57 Ordinances Summary of Changes. Discussion followed regarding: free leaf drop offs in the spring; compliments to the staff and management for managing the landfill and the recycling process in Sioux Falls; Efforts to control contamination in recycling; and directions on how to pick up compost from the landfill. 5. Public Comment There was none. 6. Executive Session A. Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1- 25-2(3) A motion made by Rick Kiley and seconded by Curt Soehl to enter Executive Session at 4:47 p.m. for the purpose of consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3). A motion made by Rick Kiley and seconded by Greg Neitzert to exit Executive Session Executive Session at 5:30 p.m. Council Vice Chair Marshall Selberg called for a voice vote. All Members voted yes.
