MINUTES Informational Meeting Tuesday, January 8, 2019 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Janet Brekke, Christine M. Erickson, Rick Kiley, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr, Theresa Stehly Council Members Absent: Council Chair Christine M. Erickson called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. Siouxland Heritage Museums Board: Thursday, January 3, 2019 Council Member Pat Starr provided an update on the meeting by covering the following topics: 73% of the Museum collection has been moved to the new location; upcoming "behind the scene" tours; the long-range planning process; future online access to the archives; and a short review of financial information. 3. Administration Communications There was none. 4. City Council Open Discussion Councilor Marshall Selberg stated there will be a reception on Tuesday, January 15, 2019, from 6 p.m. - 6:30 p.m. for the 2018 SIOUXPERHERO award recipients at the Carnegie Town Hall. Councilor Theresa Stehly stated there will be a City Council Working Session on Wednesday, January 30, 2019, at 3:30 p.m. to discuss ideas for the budget. This working session will be held at the Carnegie Town Hall. She stated she would be adding this information to her Facebook page and that she was going to invite feedback from citizens regarding what they would like to see in the city budget. Erickson stated that the January 15, 2019, Informational Meeting will include a National League of Cities Conference - City Summit Report from herself and Council Members Janet Brekke, Rick Kiley, Selberg, and City Council Operations Manager Jim David. 5. Presentations Item 5C was heard at this time. A. Property Tax Reduction Programs by Dustin Powers, Urban Planner Presentation: Approximately 20 minutes followed by discussion Powers spoke about the following topics from his PowerPoint presentation: Reduced Property Taxation; Industrial Program; WinChill Example; Downtown Program; Jones 421 Example; Neighborhood Program; 201-209 S. Menlo; 2008- 2018 Property Tax Reductions; and Proposing Revisions. Discussion followed regarding: monetary limits on projects; the application process and the cost of the application; the timing and status of existing applications; the challenges that correlate with the affordable housing programs; the qualifications required for applying; proposed ordinance changes; the areas in Sioux Falls that would qualify for this program; the differences between this program and the TIF process; the authority given to the City Council through the adoption of the ordinance; encouraging rehabilitation in neighborhoods in the city; and tracking and recording progress. B. Construction Manager At Risk Presentation by Shannon VerHey, Assistant City Engineer; and Mark Cotter, Director of Public Works Presentation: Approximately 15 minutes followed by discussion Cotter spoke about the following during his PowerPoint presentation: Presentation Summary; Construction Manager At Risk; CMAR Advantages; CMAR Process; CMAR Delivery Method Used By State, Local, and Private Entities; Water Reclamation Facility Improvements and Expansion Project; Operations; Cost Control; Capacity; Summary for CMAR; and Up Next. Discussion followed regarding: the use of CMAR in other industries; the value and efficiency in using this delivery approach; the hard bid process; negotiation and collaborative gains; the distribution of any unused balances; the contracts; and establishing responsibilities between the entities. C. Sioux Falls Thrive Update by Candy Hanson, President Presentation: Approximately 15 minutes followed by discussion Hanson spoke about the following topics, from her PowerPoint Presentation: FORWARD Sioux Falls, 2021; Optimize Educational Achievement From Cradle to Career; Increasing Income Equality; a table showing School District data regarding total enrollment, Free or Reduced Price Lunch, Average Attendance, Identify as White, Identify as Other Nationalities; Thrive at Work; Sioux Falls Affordable Housing Needs Assement 2016; Program Rich, System Poor; Housing Action Team; OneRoof Pilot Project; Student Safety and Out-of-School Time; Biggest Obstacles; Out of School Time Action Team; Food Security & Food Systems in Sioux Falls, SD; A Collaboration with Feeding South Dakota; Food Deserts; How You Can Help!; Read the study, volunter for the team!; and Believe!  Discussion followed regarding: the approval process for affordable housing applications; the location and definition of an area that classifies as a "food desert"; access to the Food Pantry; programs for after school activity; mental health issues in the K-12 school system; funding for preschool programs; the loss of the middle class income in our community and in the nation; the need for increased wages; and the nomination process and terms of THRIVE board members. 6. Public Comment Bruce Danielson spoke about his concerns regarding the Construction Manager At Risk process. 7. Adjournment Council Chair Christine M.
