MINUTES Informational Meeting Tuesday, January 15, 2019 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Janet Brekke, Christine M. Erickson, Rick Kiley, Greg Neitzert, Marshall Selberg, Pat Starr, Theresa Stehly Council Members Absent: Curt Soehl Council Chair Christine M. Erickson called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. Urbanized Development Commission (UDC): UDC Board Meeting: Thursday, January 10, 2019 Council Member Rick Kiley provided a report on the meeting. Items discussed at the meeting included: appointed members to the Technical Advisory Committee (TAC) and Citizens Advisory Committee (CAC); approved Resolution #2019-01: 2019 Targets for Safety Performance Measures; approved the 2019-2022 Transportation Improvement Program (TIP) Revision #19-005; discussed the 2019 Unified Planning Work Program (UPWP) Amendment #2019-01 and the Long- Range Transportation Plan Market Research Study; and information was presented regarding the I-90 Exit 387 (Hartford) Interchange Modification Study and Environmental Review, the Maple/Park Street Corridor Study, and the Lincoln County Master Plan. Council Member Janet Brekke spoke about roundabouts. Council Member Pat Starr spoke about new members to the commission. 3. Administration Communications There was no report. 4. City Council Open Discussion Council Member Theresa Stehly asked Dustin Powers,Urban Planner, to clarify if the Property Tax Reducation Program was a TIF. He explained that the program, which was discussed at last week's Informational Meeting, is not a TIF.  Discussion followed where the information was found in ordinance, program criteria and the law, making the program available throughout town, how the Council can be more involved and weigh in on the program. Stehly spoke about an upcoming Budget working session. 5. Presentations A. Village on the River/Parking Ramp Update by Matt Nelson, Public Parking Facilities Manager Presentation: Approximately 10 minutes followed by discussion Nelson spoke about the following during his presentation: Updated Project Information; $70 Million Project Investment; Public CMAR GMP; Public Parking CIP Budget; Post Tension Concerte; Construction Timeline; and Developer Agreement Checklist. Discussion followed regarding: number of rooms in the hotel, what restaurant will be in the hotel, amenities, parking spaces, parking availability for the public and hotel guests, investment of the project, and the location of the roof top patio. B. National League of Cities - City Summit Report by Council Members Janet Brekke, Christine M. Erickson, Rick Kiley, Marshall Selberg; and Jim David, City Council Operations Manager Presentation: Approximately 20 minutes followed by discussion David began by providing an overview of the conference, which was held in Los Angeles. He spoke about the City's efforts to clean up their watersheds. Two projects were discussed regarding watershed clean up. The first was repurposing property, formerly used to house a bus fleet, and turning it into a nine acre public nature area.The second is the plan to improve the Ballona Creek watershed. Kiley spoke about a mobile workshop that he attended titled "Utilizing Partnerships to Create the Hub of Clean Tech Innovation." The workshop was held at the La Kretz Innovation Campus, which is located in the City's Art District. The area, which featured warehouses, has been converted into a growing urban oasis. Kiley spoke about the Clean Tech incubator, the work being done and the benefits being discovered. Two startup busineses were discussed. Council Member Marshal Selberg spoke about the workshop, "Transforming Travel, the Airport of the Future." The LA airport, the second busiest in the United States, is undergoing a $14 billion renovation. Selberg spoke about a tour of the airport and the projects being undertaken. He also mentioned LA being a green city, garbage being everywhere and homeless camps. Erickson spoke about "The Watts Rising," how community-led changes are making lasting impacts on housing, public safety and local environment. She took a tour of Watts and spoke about the goals pursued to transform the community of 59,000. Erickson provided a brief history of Watts and spoke about changes that have been made. Investments being made by Primestor and the development of community gardens, at a school, was discussed. Erickson mentioned attending a panel  discussion on "Drug Addiction in Small Cities". She stated that South Dakota, Sioux Falls and Rapid City were singeled out as examples for doing the right things. The Triage Center was mentioned. The Wayfair lawsuit was discussed during the general session. Another workshop that she attended focused on GIS. Council Member Janet Brekke began her presentation by explaining what the National League of Cities is and her reasons for supporting attendance at the conference. She attended a tour of the Hyperion treatment plant and learned what they are doing with tree waste. She was pleased to hear that the same thing is being done in South Dakota. Brekke spoke about some of the conference speakers and their topics. She was able to ride in a Tesla and spoke about electric cars. Brekke reviewed the list of sessions and spoke briefly on them. She is working with different people on some ideas that she brought back from the conference. 6. Public Comment There was none. 7. Executive Session A. Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters (SDCL 1-25-2(3)) B. Discussing the qualifications, competence, performance, character or fitness of any public officer or employee or prospective public officer or employee. The term "employee" does not include any independent contractor (SDCL 1-25-2(1)) A motion was made by Council Member Kiley and seconded by Council Vice-Chair Selberg to enter Executive Session for the purpose of Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractal matters (SDCL 1-25-293)) and Discussing the qualifications, competence, performance, character or fitness of any public officer or any employee or prospective public officer or employee. The term "employee" does not include any indepent contractor (SDCL 1-25-2(1)). Roll call vote to enter Executive Session. 7 Yes: Brekke, Erickson, Kiley, Neitzert, Selberg, Starr, Stehly; 0 No: (None). Motion Passed. The Council went into Executive Session at 5:33 p.m. A motion was made by Council Member Kiley and seconded by Council Vice-Chair Selberg to exit Executive Session at 6:02 p.m. Roll call vote to exit Executive Session. 7 Yes: Brekke, Erickson, Kiley, Neitzert, Selberg, Starr, Stehly; 0 No: (None).
