MINUTES Informational Meeting Tuesday, January 22, 2019 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Janet Brekke, Christine M. Erickson, Rick Kiley, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr Council Members Absent: Theresa Stehly Council Chair Christine M. Erickson called the meeting to order at 4 p.m. 2. City Council Open Discussion There was none. 3. Presentations A. Storm Drainage Division Overview by Andy Berg, Storm Water Manager; and Lance Weatherly, Principal Engineer Presentation: Approximately 30 minutes followed by discussion Berg began the presentation and spoke about: the Highlights; Overview of Team; Stormwater Funding; Significant Milestones; Stormwater Stats; Maintenance; Vegetation Management; Flood Risk Reduction Project; and Flood Control. Weatherly continued the presentation and spoke about: Neighborhood Drainage Improvements; Non-Point Source Program; Engineering Design Standards; Stormwater Treatment (BMPs); Public BMPs; Private BMPs; Sump Pump Collection System (SPCS); SPCS - Retrofit Existing Neibhoods; Sump Pump Nuisance; Encroachments; Drainage Concerns; Be Good Neighbors!; and Looking Forward. Discussion followed regarding: the master plan; neighborhood drainage improvements; Covell Area Basin Drainage Improvements; Edison Middle School underground retention facility; positive drainage and building code; establishment of drainage standards; Engineering Design Standards; maintenance; private drainage issues; sump pump collection systems; pro/con of extra FTEs and as-builts surveys; groundwater issues/regulations; vegetation management; and drainage analysis technology. 4.
