Informational Meeting

1. Call To Order
Council Members Present: Janet Brekke (arr. 4:04 p.m.), Christine M. Erickson,
Rick Kiley, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr, Theresa Stehly
Council Members Absent: None
Council Chair Christine M. Erickson called the meeting to order at 4 p.m.
2. City Council Open Discussion
Council Member Theresa Stehly spoke about interacting with the public at the
Benson's Flea Market; transparency and the Events Center Campus Task Force;
and bee keeping.
Council Member Pat Starr also spoke about the Events Center Campus Task
Force.
Stehly also spoke about Council Member Curt Soehl being a part of the Task Force;
the passing of Starr's father and her mother; love; and putting a stop to the political
divide.
Erickson congratulated Jim David, Operations Manager, for being selected to
participate in the Onward Transforming City Leadership program.
3. Presentations
A. 2018 Report on Refugee Resettlement & Center for New Americans by Rebecca
Kiesow-Knudsen and Tim Jurgens, Lutheran Social Services
Presentation: Approximately 15 minutes followed by discussion
Jurgens spoke about the following during his presentation: LSS Services in South
Dakota; Clarification on Terms; Becoming a Refugee; U.S. Screening Process;
Structure of Resettlement; LSS Role; Abstract Process; Refugee Arrivals by
Federal Fiscal Year; What's Different in SD?; FFY 18 LSS Outcomes; and For
Additional Information.
Discussion followed regarding: presentation of LSS facts; impact on the workforce
with the drop in refugee resettlement in Sioux Falls; dispelling myths regarding LSS;
illegal immigration; limitations for refugees/immigrants in the city; teaching/learning
English; personal experience; tracking job longevity; length of stay in United States;
migration; reimbursement by LSS for refugees/immigrants; goals for the families;
educating the children; and number of refugee/immigrants in Huron.
Stehly left the meeting at 5 p.m.
B. 2018 I-Code Adoption by Butch Warrington, Chief Building Official
Presentation: Approximately 20 minutes followed by discussion
Warrington spoke about the following during his presentation: Significant Changes
to the IBC: roll back of the stair width and exit width in sprinkled buildings to the
original code language and Sprinklers in Apartments; and Significant Changes to
the IRC: Fire Protection of Floors, Minimum Footing Size for a Deck, and Access to
Lofts.
Discussion followed regarding: cost affects, offsets, retrofitting, and availability of
the code books.
4. Public Comment
Brad Mair, representing the Home Builders Association, spoke about the good
relationship between the HBA and the City's Building Services Department.
Denise Hanzlik, Executive Director of the South Dakota Multi-Housing Association,
expressed their support of the building code changes.
5. Adjournment
Council Chair Christine M. Erickson adjourned the meeting at 5:11 p.m.
