MINUTES Informational Meeting Tuesday, February 12, 2019 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Janet Brekke, Christine M. Erickson, Rick Kiley, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr, Theresa Stehly Council Members Absent: Council Chair Christine M. Erickson called the meeting to order at 4 p.m. 2. Staff Report A. Jim David, Operations Manager David provided an update on the 2019 Legislative Session. He provided insight on House Bills 1048, 1120, 1251 and Senate Bills 106, and 117. The number of House and Senate bills for the last ten years were reviewed as well as the legislative website and calendar for the remainder of this session. David provided the following information for the Legislative Coffees for Districts 6, 9, and14: Southeast Tech, The Hub at 10 a.m. on February 23, 2019. Discussion followed regarding Senate Bill 91 regarding publc input standards at public meetings. 3. Committee/Commission Reports A. Wednesday, January 30, 2019 Council Member Greg Neitzert provided updates from the Operations Committee meeting regarding certifications for the Audit Department; the draft procedure for hiring a City Audit Manager; and an update regarding the reporting chart for the Audit staff. B. Tuesday, February 5, 2019 Erickson provided an update on.the South Dakota Municipal League Board of Directors regarding the remaining schedule for the year; the vision for this department for the future; statewide economic development; legislative discussion; city impact studies; and reports from the directors. 4. City Council Open Discussion There was none. 5. Presentations A. Long-Range Transportation Plan Upcoming Processby Sam Trebilcock, Transportation Planner and Shannon Ausen, Civil Engineer Trebilock reviewed the following: Why is the plan important?; Components of the Plan; How will we Engage the Public?; Sioux Falls Metropolitan Transportation Planning Process; Subplans and Corridor Studies; 2040 Long-Range Transportation Plan; and the 2040 Long-Range Transportation Plan. Discussion followed regarding: the rate of inflation for the costs of construction; the task force study; the ridership survey; the Bloomberg Institute Consulting team; the long range strategic plan for transportation; and long range plans and making adjustments every five years. B. PRA Consultant Agreement for the Triage Centerby Jill Franken, Director of Health and Erin Srstka, Commission Program Development Officer for Minnehaha County Franken provided updates on a proposed agreement that will be on the Consent Agenda for tonight's City Council Meeting under Item 1: Health; Community Center Triage Center planning project to investigate the feasibility and development of an implementation plan for a voluntary, mid-level care alternative for those with substance/alcohol abuse as well as those with mental illness; Policy Research Associates; $87,632.00. Srstka provided additional updates regarding the Triage groups and their participation in a two day strategic planning session called the Sequential Intercept Mapping. This provides information on resources and the gaps in the resources needed. Discussion followed regarding: the participation of the public entities in this project; the process for receiving donations; staff time needed; the timing for the budget cycle; access to the concept report and the different phases; the budget for the pilot program; and what amounts will be paid by each organization (public/private collaboration). C. Elections Ordinanceby Janet Brekke, Council Member Brekke reviewed the original Elections ordinance regarding the percentage required for a Council Member or Mayoral candidate to be elected. Brekke then provided an overview on the following slides: City Charter (Original); Election Ordinance History; Runoff Election, Charter Amendments Summary; Elections Ordinance - 2017; Elections Ordinance Amendment: Majority Vote for City Council; Proposed Ordinance; and Timeline. Discussion followed regarding the costs of conducting a Runoff Election and the differences between At-Large vs. District Runoff elections. 6. Public Comment Scott Ehrisman spoke about the following: the process of changing the Elections ordinance; the transportation study; the inclusion of the healthcare systems in city wide issues; and the Bloomberg group. 7.
