MINUTES Informational Meeting Tuesday, February 19, 2019 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Janet Brekke, Christine M. Erickson, Rick Kiley, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr, Theresa Stehly Council Members Absent: None Council Chair Chirstine M. Erickson called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. Siouxland Heritage Museum Board: Thursday, February 14, 2019 Council Member Pat Starr provided an update of Thursday's Board Meeting. He discussed how the Museum's $1.5 million budget is divided between the City and Minnehaha County, and who covers which costs; and how the museum generates revenue. 3. City Council Open Discussion Erickson said there is a Budget Working Session at 1 p.m., on Thursday, February 27th in the Carnegie Town Hall. She also stated that next week's Informational Meeting will begin at 3:30 p.m., topics to be discussed are 2018 Fire Code Updates and the Indian Mound retaining wall, which was discussed at last week's City Council Meeting. Council Member Theresa Stehly spoke about a recent Letter to the Editor in Sunday's paper, regarding a street vacation vote of Elmwood Avenue and her past voting history. She said she recused herself from a street vacation vote around the University of Sioux Falls. Starr spoke about presumptive probation being discussed in the Legislature today. 4. Presentations A. Midco Aquatic Center Update by Sky Smothers, Recreation Manager Presentation: Approximately 15 minutes followed by discussion Smothers provided a brief overview of the center, and discussed the following: Total Attendance; Total Revenue; Total Expenses; Programming; Swim Meet Hosts; Swim Meets Estimated Economic Impact; What Have We Learned?; and Facility Visitors Since Opening Day 10/13/16. Discussion following regarding: Summit Championships; economic impact; warranties; revenue; operating cost of outdoor pool versus indoor pool; transportation and busing for kids to get to the aquatic center; per person cost comparisons, for outdoor versus indoor pools; demographics of users; free and reduced passes; swimming lessons; subsidies; various warranties; future needs of the facility and goals; concerns with being at capacity for the pool at times; daycares using the Midco pool; future of outdoor pools; the need to market outdoor pools; creating new users of the pools, through the school system; and keeping the pools affordable. B. Falls Park Safety Report by Kelby Mieras, Park Operations Manager Presentation: Approximately 5 minutes followed by discussion Mieras spoke about the following from the report: Making the path along the East bank less accessible; eliminate certain access; and extend an existing metal guard rail. Discussion followed regarding: the importance of this issue; a path by the proposed gate by the East bank; access to Kiwanis Park; fencing; missing bars from the Turbine House; excellent job being done by the safety personnel; concern about water access/concerns; more signage needed to prohibit swimming and staying off the rocks; and Games, Fish & Park regulating the water. 5. Public Comment There was none. 6. Executive Session A. Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25- 2(3) A motion was made by Council Member Kiley and seconded by Council Vice-Chair Selberg to enter Executive Session for the purpose of Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3). Roll call vote to enter Executive Session. 8 Yes: Brekke, Erickson, Kiley, Neitzert, Selberg, Soehl, Starr, Stehly; 0 No: (None). Motion Passed. The Council went into Excutive Session at 4:59 p.m. A motion was made by Council Member Kiley and seconded by Council Vice-Chair Selberg to exit Executive Session at 5:23 p.m. Roll call vote to exit Executive Session. 8 Yes: Brekke, Erickson, Kiley, Neitzert, Selberg, Soehl, Starr, Stehly; 0 No: (None). Motion Passed. 7. Adjournment Council Chair Christine M. Erickson adjourned the meeting at 5:23 p.m. Denise D. Tucker, MMC, Assistant City Clerk
