1. Call To Order
Council Members Present: Janet Brekke, Christine M. Erickson, Greg Neitzert,
Marshall Selberg, Curt Soehl, Pat Starr, Theresa Stehly
Council Members Absent: Rick Kiley
City Council Chair Christine M. Erickson called the meeting to order at 3:30 p.m.
2. Committee/Commission Reports
A. Land Use Committee: Tuesday, February 19, 2019
Erickson said the committee discussed changes to the Shape Places ordinance.
Council Member Greg Neitzert spoke about his proposal to adjust setbacks for 3-
story apartments, which he presented to the committee. Both of them encouraged
people to view the meeting online.
3. City Council Open Discussion
There was none.
4. Presentations
A. 2018 Fire Code Updates by Dean Lanier, Fire Marshal
Presentation: Approximately 15 minutes followed by discussion
Lanier spoke about the following topics during his presentation: 2018 International
Fire Code (IFC) Adoption; Amending section 903.2.8 Fire Sprinklers, R-2 with more
than six dwelling units; Outdoor Pallet Storage; Lockdown Plans; Refrigerants with
Lower Flammability Hazards; Fire Pump and Fire Sprinkler Riser Rooms; Integrated
Fire Protection System Training; Aerosol Fire-extinguishing systems; Group R-4
Fire Alarm System; Groups R-3 and R-4 Protected with NFPA 13D Sprinkler
System; Locking Arrangements in Educational Occupancies; Fire Sprinklers in
Existing Group A-2 Occupancies (Not Adopted); Energy Systems; Protection from
Vehicle Impact; Repair of Vehicles Fueled by CNG and LNG; Food truck
requirements (Not adopted); Temporary Special Event Structures; and Sub
development road widths.
Discussion followed regarding: Aerosol Fire-extinguishing systems; pallets; Addition
to Sections 1103.5.1; bollards and gas pumps; residential smoke alarms and fire
extinguishers; fire sprinklers with more than six dwelling units; food trucks;
affordable housing and safety; businesses and pallets; and electrical fires and
old/new homes.
B. Final Design and Construction Administration Agreement (Sherman Park
Improvements) by Don Kearney, Director of Parks and Recreation
Presentation: Approximately 20 minutes followed by discussion
Kearney provided a brief overview of the purpose of the presentation.
Robbie Veurink, with Midwest Engineering, spoke about the following during his
presentation: the Sertoma Park Art Wall Project Location; Wall Failure; the Failure
Investigation; the Basis of Investigation; Results of the Investigation; Where to go
from here; Design Considerations; and the Next Steps.
Discussion followed regarding: guidelines that were in place at the time of
construction; contract and design; the dry stack technique used for the project;
rebuilding the wall; encouragement to work with the artist, Porter Williams; and
project timeframe.
Williams spoke about his concerns regarding the incorporation of his artwork into
the wall and being left out of the rebuilding process.
Discussion continued regarding: intent of the Council regarding the project; and
options for a Call for Art.
5. Public Comment
Bruce Danielson spoke about his observations regarding the art wall, studying and
building stone walls, and the report of the wall.
Mike Cooper, Director of Planning and Development Services, said that
representatives from the Homebuilders Association and Multi-Housing are aware of
the changes being made regarding fire sprinklers and dwellings with six units or
more.
6. Adjournment
City Council Chair Christine M. Erickson adjourned the meeting at 4:45 p.m.
