1. Call To Order
Council Members Present: Janet Brekke, Christine M. Erickson, Rick Kiley, Greg
Neitzert, Marshall Selberg, Curt Soehl, Pat Starr, Theresa Stehly
Council Members Absent: None
Council Chair Christine M. Erickson called the meeting to order at 4 p.m.
2. City Council Open Discussion
Council Member Theresa Stehly spoke about her concerns regarding an upcoming
city-sponsored Housing Summit. She, along with Council Member Pat Starr, are
sponsoring a resolution, which will be presented at the May 7th City Council
Meeting, to have the event be free of charge and video taped.
3. Presentations
A. Municipal Election 2020 Update by Tom Greco, City Clerk
Presentation: Approximately 15 minutes followed by discussion
City Clerk Tom Greco stated that the next Regular Election will be held on Tuesday
April 14, 2020, with a Runoff Election, if needed, held on May 5, 2020. Four office
terms will expire in 2020, those being one At-Large seat as well as the Southwest,
Northwest, and Northeast Council District seats. Each member, currently holding
those offices, are authorized by Charter to pursue a second consecutive term. The
ballot may also have Charter amendments, other ballot questions, and possibly
school board races if the City and School District choose to combine the election.
Greco noted that the City follows the provisions of campaign finance law as set forth
in SDCL 12-27, although there are some variations found within City Ordinance. He
also provided information about nominating petitions for office. Currently,
agreements exist between the City and Minnehaha County, as well as the School
District, which covers cost-sharing arrangements and other matters. Over the
course of the next year, the Clerk's Office will be preparing for the election through
the budget process and coordination with other entities. The City Council will
consider the election budget later this summer and, around the time of the new
year, decisions will be made about combining with the school district. The
Installation Ceremony will take place on May 19, 2020. Discussion followed about:
the election budget, number of signatures required for nominating petitions, and
resources for the public.
B. Congressional City Conference - National League of Cities by Janet Brekke, City
Council
Presentation: Approximately 15 minutes followed by discussion
Council Member Janet Brekke summarized her recent participation in the
Congressional City Conference - National League of Cities in Washington D.C. She
spoke about and provided input on: the quality breakout sessions; the National
League of Cities University seminars, of which she attended the following: How to
talk about your data driven government; Building Strong Performence Measurers;
and How Cities can apply Behaviorial Insights to Evaluate, Innovate and Improve.
Brekke also spoke about the different projects that she heard about and said were
making a difference; and she praised the quality of speakers at the conference.
Discussion followed regarding the location of the conference.
4. Public Comment
Bruce Danielson supported the idea that there shouldn't be a charge for city-
sponored events; hiring in the Internal Auditor's Office; and parking ramps.
5. Executive Session
A. Consulting with legal counsel or reviewing communications from legal counsel
about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-
2(3)
B. Discussing the qualifications, competence, performance, character or fitness of any
public officer or employee or prospective public officer or employee. The term
"employee" does not include any independent contractor pursuant to SDCL 1-25-
2(1)
A motion was made by Council Member Kiley and seconded by Council Member
Neitzert to enter Executive Session at 4:50 p.m. for consulting with legal counsel or
reviewing communications from legal counsel about proposed or pending litigation
or contractual matters pursuant to SDCL 1-25-2(3); and discussing the
qualifications, competence, performance, character or fitness of any public officer
or employee or prospective public officer or employee. The term "employee" does
not include any independent contractor pursuant to SDCL 1-25-2(1).
Roll call vote to enter Executive Session. 8 Yes: Brekke, Erickson, Kiley, Neitzert,
Selberg, Soehl, Starr, Stehly; 0 No: (None). Motion Passed.
A motion was made by Council Member Neitzert and seconded by Council Member
Starr to exit Executive Session at 6:31 p.m.
Voice vote to exit Executive Session. Motion Passed.
6. Adjournment
Council Chair Christine M. Erickson adjourned the meeting at 6:31 p.m.
