MINUTES Informational Meeting Tuesday, April 23, 2019 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Janet Brekke, Christine M. Erickson (arr. at 4:22 p.m.), Rick Kiley, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr, Theresa Stehly Council Members Absent: None Council Vice Chair Marshall Selberg called the meeting to order at 4 p.m. 2. City Council Open Discussion Councilor Theresa Stehly spoke about: attending the Inter-Governmental Board Meeting for the Multi-Cultural Center, with the Mayor; the Festival of Cultures; the upcoming Events Center Task Force Study Group meeting; and requesting to appear before the Board of Ethics on Thursday. 3. Presentations Item B was heard at this time. See item for action taken. A. March Monthly Financials by Shawn Pritchett, Director of Finance Presentation: Approximately 15 minutes followed by discussion Shawn Pritchett, Director of Finance, spoke about the following during his presentation: Unemployment; Labor Force & Employment; Inflation; Average Annual Employee Wages Sioux Falls MSA; South Dakota Farm Income; Building Permits YTD Building Valuations; Sioux Falls Quarterly Housing Permits (Units); Sales Tax Collections without Audits; Entertainment Tax Collections without Audits; General Fund - Revenues YTD; General Fund - Expenditures YTD; and Prior Year Capital Fund Balance March 2019. Discussion followed regarding fluxuation of the Entertainment Tax and online sales tax. Item C was heard at this time. See item for action taken. B. 2019 Spring Flood Recovery Update by Regan Smith, Emergency Manager Presentation: Approximately 15 minutes followed by discussion  Regan Smith, Emergency Manager, began his presentation by stating that Public Works has returned to normal operations. The recovery operations for Public Works includes: bridge inspections, storm water collection, flood control system, utilities, and sandbag disposal. The Parks Department recovery operation is focused on bridges, trails, athletic fields, shelters, restooms, electrical, signage, fencing, and debris cleanup. All parks are open, but parts of the bike trail remain closed. Smith provided a picture book for the public to see the extent of the damage. He explained the steps involved in the Disaster Declaration Process and seeking public assistance from FEMA. Smith reviewed the $732,135 of costs incurred from the flooding. He mentioned that all figures have not be totaled. The permanent work initial damage estimate is $1,450,000. Individual assistance may still be obtained through the 211HELPline Center, Community Fund/Unmet Needs, and the FEMA Individual Assistance Program. Discussion followed regarding: total number of hours that City employees spent fighting the flood; how many hours and how many people were used to fill sandbags; timetable for a Presidential Declaration; how long it would take to recieve funding; and are calls for assistance still being made? Use of Unobligated Capital Fund Balance by Shawn Pritchett, Director of Finance Presentation: Approximately 15 minutes followed by discussion Pritchett cited the acquisition of flood prone homes near Tomar Park, preparation for a Triage Center, and street improvements as priorities for spending the $4,639,502 of Unobligated Capital Funds. The funds would be split up as $1 million for the acquisition of homes; $1,210,000 for prepration of the Triage Center; and $1,875,000 would be used for street improvements. A balance of $554,502 would remain. The City Annex was cited as the preferred location for the Triage Center. A supplement timeline was listed for each project. Discussion followed regarding funding and operational cost of the Triage Center; and the importance of the location for the Center. 4. Public Comment There was none. 5.
