MINUTES Informational Meeting Tuesday, May 14, 2019 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Janet Brekke, Christine M. Erickson, Rick Kiley (5:15 p.m.) Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr Council Members Absent: Theresa Stehly Council Chair Christine M. Erickson called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. Siouxland Heritage Museums Board: Thursday, May 9, 2019 (Council Member Pat Starr) Starr provided the following updates on the Siouxland Heritage Museums Board meeting: May is a busy month with tours of the museums and the courthouse; the summer concert series start on June 7, 2019, and go through august 30, 2019; a donation was made of custom Delta Design cabinets for the Resource Center; and the Mountain Plains Museum Association will be holding their national conference in Sioux Falls in 2020. They are expecting museum board member attendance to range from 300-500. B. Urbanized Development Commission (UDC): Thursday, May 9, 2019 (Council Member Greg Neitzert) Neitzert provided an overview of the recent Urbanized Development Commission meeting. He noted that Starr now serves as the Chair for this commission. Also discussed were Transportation Improvement Plan revisions, the movement of funds for projects, and updates on work being done in the city for traffic improvements. 3. City Council Open Discussion Council Member Janet Brekke provided the Council Members with a copy of a letter she submitted to the Sioux Falls Argus Leader for publication (which was refused). She read the letter which expressed her concerns regarding recent City Council activity. 4. Presentations A. Sioux Empire Leadership Council by T.J. Nelson, Deputy Chief of Staff to the Mayor Presentation: Approximately 5 minutes followed by discussion Nelson discussed a resolution that will be presented at the May 21, 2019, City Council Meeting, regarding the following: An agreement between the Minnehaha County, Lincoln County, Minnehaha County Sheriff's Office, Lincoln County Sheriff's Office, Unified Judicial System-2nd Circuit, City of Sioux Falls, Sioux Falls Public School District, Avera Health, Sanford Health, Sioux Falls Area Chamber of Commerce, and the Sioux Falls Area Community Foundation, for the purpose of establishing a Sioux Empire Leadership Council to discuss, prioritize, develop and/or direct projects that cross jurisdictional boundaries. Discussion followed regarding: the makeup of the team members and how representatives are selected and the draft bylaws for the team. B. Amended Management Agreement of Washington Pavilion Management Inc. for Orpheum Theater by Shawn Pritchett, Finance Director Presentation: Approximately 20 minutes followed by discussion Shawn Pritchett, Finance Director, stated that this agreement would bring the Orpheum Theater under the umbrella of Washington Pavilion Managerment, Inc. Prichett reviewed: Proposal Overview; History and Overview; History of City Investments; Transition Objectives; Transition Objectives; Financial Performance; WPMI Management Agreement Amendment; Management Structure Compasrison; and the Transition Timeline. Darrin Smith, Washington Pavilion Management Inc., spoke about the transition between the entities. He provided an update on the number of subscribers and attendance at the Pavilion. Smith stated their food and beverage, educational programs, and theater, were all doing well and stated their finances have improved significantly over the last 2-3 years. He noted they can deliver on improved attendance, programming and financial improvement with the Orpheum Theater. Discussion followed regarding: the financial performance at the Orpheum Theater; the future of the Orpheum Board and CityLink Studios; the type and variety of bookings that will occur at the Orpheum Theater after the transition; future financial appropriations to the Pavilion and the Orpheum; the capital expenditures scheduled for the next few years; the progress expected in the existing financial margins; and what happens to the balance owed by previous users. C. National Citizens Survey by David Bixler, Budget Analyst Presentation: Approximately 15 minutes followed by discussion Bixler provided an overview of the National Citizens Survey by reviewing the following: the National Citizens Survey; Community Characteristics; Recommend Living in Sioux Falls to someone who asks; Overall quality of life in Sioux Falls; Governance; Rate the quality of services provided by Sioux Falls; the job Sioux Falls government does at welcoming citizen involvement; Participation; Dashboard Summary; Detailed Dashboard - Economy; Detailed Dashboard - Mobility; and Additional Information Provided. Discussion followed about: the comments made regarding public housing, public transport, and parking; the decline in the response rate to this survey with the average response rate is 20-40%; and methods for improving the responses. 5. Public Comment There was none. 6. Executive Session Council Member Rick Kiley arrived at the meeting at this time. A. Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25- 2(3) A motion was made by Council Member Neitzert and seconded by Council Vice- Chair Selberg to enter Executive Session at 5:08 p.m. Voice vote to enter Executive Session. 6 Yes: Brekke, Erickson, Neitzert, Selberg, Soehl, Starr; 0 No: (None). Motion Passed. 7. Adjournment A motion was made by Council Member Kiley and seconded by Council Member Soehl to exit Executive Session and adjourn at 6:07 p.m. Voice vote to exit Executive Session. 7 Yes: Brekke, Erickson, Kiley, Neitzert, Selberg, Soehl, Starr; 0 No: (None).
