1. Call To Order
Council Members Present: Janet Brekke, Christine M. Erickson, Rick Kiley, Greg
Neitzert, Marshall Selberg, Curt Soehl, Theresa Stehly
Council Members Absent: Pat Starr
Council Chair Marshall Selberg called the meeting to order at 4 p.m.
2. Committee/Commission Reports
A. Siouxland Heritage Museums Board: Thursday, June 6, 2019 (Council Member Pat
Starr)
The following reports are available online for review: The Director's Report for the
Siouxland Heritage Museum and the 2019 Maintenance Budget for the Old
Courthouse Museum.
3. City Council Open Discussion
Council Member Theresa Stehly congratulated Selberg on his recent job change.
Stehly attended the Festival of Cultures held Saturday at Falls Park and stated that
the main concern citizens had was the number of potholes in town. Council Member
Pat Starr attended the festival as well.
Stehly provided an update on her weekend activity regarding Item 18 on tonight's
City Council Agenda, a resolution approving diagonal parking on Main Avenue.
Stehly expressed appreciation to new Planning Director Jeff Eckhoff for his
assistance in working with citizens in Sioux Falls.
Council Member Rick Kiley attended the convention for the100th Anniversary for
the State American Legion and the 99th anniversary of the American Legion
Auxillary. Kiley stated that Governor Kristi Noem attended both conventions and
announced the groundbreaking for the States Veterans Cemetary would be this fall.
4. Presentations
A. Sioux Falls Family Daycare Registration by Alicia Collura, Assistant Director of
Public Health
Presentation: Approximately 15 minutes followed by discussion
Collura provided an overview of the Family Daycare Registration information
regarding: Ordinance History; Family Day Care Home; Requirements of City
Registration; Inspection Program; Enforcement; and Resources.
Discussion followed regarding: daycare registration rules and regulations; citations
and enforcements; the definition of unsubstantiated complaints; literature available
to parents regarding what to look for with daycare providers; if and when
background checks are conducted; daycare trends for the city; the ratios for number
of children allowed in a daycare; whether or not there are registered sex offenders
in the daycare neighborhood; and the nationwide shortage of in-home daycare
providers.
B. Emerald Ash Borer Update by Kelby Mieras, Park Operations Manager
Presentation: Approximately 10 minutes followed by discussion
Mieras provided an update with the following information: Response Plan Update;
Street Tree Removal Plan; Public Tree Removal Plan; and the 2019 Planting Plan.
Discussion followed regarding: the descriptions for what a "poor location" is for
planting a tree; the ordinance criteria for tree planting; permits and site inspections;
transporting trees that are a public safety concern; knowledge of storm damage;
outreaching to communities outside of Sioux Falls; presentations done for the
Arborist Association and other communities; an EAB presentation coming forward in
the fall on the Public Broadcasting System; and a radio piece that was done earlier
this year.
C. 2020 City Council Budget Update by David Bixler, City Council Budget Analyst
Presentation: Approximately 5 minutes followed by discussion
Bixler spoke about the City Council 2020 Budget. He provided a handout which
broke down the Council's baseline budget sections. He requested guidance
regarding the process for adding items to the budget above the baseline.
Discussion followed regarding: the procedure for presenting ideas and suggestions
regarding the City Council budget; this budget does not have a reserve; the
availability of funds from other sections of the budget; using fees assigned to the
Attorney fees for other purposes; the process for managing the budget; money
allocated for trips to the National League of City conferences; various methods of
handling future budget needs; whether or not to supplement the budget; and a
request for a printout of the costs per item at a future budget meeting.

6. Adjournment
Council Chair Marshall Selberg adjourned the meeting at 5:20 p.m.
