MINUTES Informational Meeting Tuesday, June 4, 2019 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Janet Brekke, Rick Kiley, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr (arr. 4:29 p.m.), Theresa Stehly Council Members Absent: Christine M. Erickson Council Chair Marshall Selberg called the meeting to order at 4 p.m. 2. City Council Open Discussion Council Member Theresa Stehly noted that the Council will have a booth set up at the Multi-Cultural Center's "Festival of Cultures" on Saturday, June 8, 2019, from 11 a.m. to 6 p.m. at Falls Park. Council Chair Marshall Selberg stated that he attended and spoke at the "PurpleStride" walk held on June 1, 2019. The walk is intended to raise funding for the Pancreatic Cancer Action Network. 3. Presentations A. Audit Report 18-02: Great Plains Zoo and Delbridge Museum by Shana Nelson, Internal Audit Manager Presentation: Approximately 10 minutes followed by discussion Nelson noted that the report was presented to the Audit Committee at its most recent meeting of April 22, 2019. She provided an introduction, background, objectives, and scope and methodology of the audit. Audit results covered: Great Plains Zoo Contract Compliance; City Internal Controls over Contract Compliance; City Fixed Assets; Cash Receipts and Disbursements; and, Operational and Program Performance Trends. A resulting recommendation was that the Great Plains Zoo management add a policy and procedure to their Financial Procedure Manual that addresses their purchasing card program. Purchasing cards should have specific policies and procedures documented to provide direction and guidance to all employees who use a company purchasing card. The recommendation was implemented by Zoo management in mid-February, 2019. The audit concluded that The Great Plains Zoo and Delbridge Museum is in compliance with the management agreement and that the City has established controls to monitor the compliance of the management agreement. 4. Public Comment There was none. 5. Executive Session A. Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25- 2(3) A motion was made by Council Vice-Chair Neitzert and seconded by Council Member Kiley to enter Executive Session at 4:08 p.m. Roll call vote to enter Executive Session. 6 Yes: Brekke, Kiley, Neitzert, Selberg, Soehl, Stehly; 0 No: (None). Motion Passed. 6. Adjournment A motion was made by Council Member Kiley and seconded by Council Member Starr to exit Executive Session and adjourn at 5:05 p.m. Voice vote to exit Executive Session. 7 Yes: Brekke, Kiley, Neitzert, Selberg, Soehl, Starr, Stehly; 0 No: (None).
