MINUTES Informational Meeting Tuesday, May 28, 2019 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Rick Kiley (arr. 4:02 p.m.), Greg Neitzert, Marshall Selberg, Curt Soehl Council Members Absent: Janet Brekke, Christine M. Erickson, Pat Starr, Theresa Stehly Council Chair Marshall Selberg called the meeting to order at 4.p.m. 2. City Council Open Discussion There was none. 3. Presentations A. April 2019 Monthly Financials by Shawn Pritchett, Director of Finance Presentation: Approximately 15 minutes followed by discussion Shawn Pritchett, Director of Finance, spoke about the following during his presentation: Unemployment, Labor Force and Employment, Inflation, Building Permits YTD Building Valuations; Sioux Falls Quarterly Housing Permits (Units); Sales Tax Collections w/out Audits; Entertainment Tax Collections w/out Audits; and General Fund - Revenues TYD. Discussion followed regarding the number of permits issued for multi-family units and the status of last week’s bid letting for a road project. B. Falls Park Master Plan by Don Kearney, Director of Parks and Recreation Presentation: Approximately 10 minutes followed by discussion Don Kearney, Director of Parks and Recreation, provided opening remarks regarding Falls Park. He provided information regarding the following: Falls Park Master Plan; Property Acquisition; Increased Usage; Adjacent Development; and Summary. Mark Aspass, Nordic Land Partners, LLC., discussed the potential partnership with Nordic Land Partners to develop a Nordic Center at the previous property known as the Unit Can property.  Discussion followed regarding: the 2020 CIP projects that would be moved to accommodate the updates to the Falls Park Master Plan; the proposed walkway upgrades; the acquisition of recent properties; the design of Phase III for the River Greenway; percentage of increased visitors expected with the Levitt at the Falls; and if there are any plans for the unused rail on the east side of the park. 4. Public Comment There was none. 5. Executive Session The Executive Session was not conducted. A. Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25- 2(3) 6.
