MINUTES Informational Meeting Tuesday, September 24, 2019 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Janet Brekke, Christine M. Erickson, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr Council Members Absent: Rick Kiley, Theresa Stehly Council Chair Marshall Selberg called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. Urbanized Development Commission Meeting (UDC): Thursday, September 19, 2019 (Council Members Brekke, Neitzert, Kiley, Starr) Council Member Janet Brekke said they discussed the following: two Transportation Alternative Plans, one for Brandon and the other for Crooks; a Long-Range Transportation Plan Market Research Study; and the Lincoln County Master Transportation Plan Study. B. CVB-BID Board: Tuesday, September 24, 2019 (Council Member Janet Brekke) The meeting was cancelled and rescheduled for Tuesday, October 1, 2019. 3. City Council Open Discussion Council Member Christine M. Erickson spoke about the 85th Street Interchange Task Force. She said the discussion has been focused on an overpass versus interchange. The landowners want an interchange. The plans for the project call for a diverging diamond design. Erickson said there are a number of studies that still need to be done, including one regarding endangered species like the long-eared bat. She said the bats are not on the landowners properties. 4. Presentations A. August 2019 Monthly Financials by Shawn Pritchett Presentation: Approximately 15 minutes followed by discussion Pritchett spoke about the following in his report: Unemployment; Labor & Employment; Inflation; Building Permits YTD Building Valuations; Sioux Falls YTD Housing Permits (Units); YTD Median Sales Price; YTD Housing Affordability Index;  YTD Median Sales Price vs. Housing Affordability Index; Sales Tax Collections w/out Audit: Entertainment Tax Collections w/out Audits; General Fund - Reserve YTDand ; and the General Fund - Expenditures YTD. There was no discussion. 5. Public Comment Steven Siano spoke about bats. 6. Adjournment Council Chair Marshall Selberg adjourned the meeting at 4:17 p.m. Denise D. Tucker, MMC, Assistant City Clerk
