MINUTES Informational Meeting Tuesday, October 29, 2019 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Christine M. Erickson, Greg Neitzert (arr. at 4:05 p.m.), Marshall Selberg, Pat Starr, Theresa Stehly Council Members Absent: Janet Brekke, Rick Kiley, Curt Soehl 2. City Council Open Discussion Council Member Theresa Stehly spoke about the possibility of changing the City Council Meeting times from 7 p.m. to 6 p.m.; and of the benefits of the Informational Meetings. Discussion followed about meeting in small groups to further discuss meeting times. Council Member Christine M. Erickson spoke about the annual sleepover fundraiser for the Bishop Dudley House. 3. Presentations A. September 2019 Monthly Financials by Shawn Pritchett, Director of Finance Presentation: Approximately 15 minutes followed by discussion Pritchett spoke about the following, regarding the September financials: Unemployment; Labor Force & Employment; Inflation; Building Permits YTD Building Valuations; Sioux Falls YTD Housing Permits (Units); Sales Tax Collections w/out Audits; Entertainment Tax Collections w/o Audits; General Fund - Revenues YTD; General Fund - Expenditures YTD; General Fund Year-end Projections. Discussion followed regarding: Internet sales tax; Loila Hunking recognition; Multi- Family Housing; tornado costs and reimbursement; year-end projections for the capital funds; how the City's finances compare to the State's finances; Sales Tax Collections; Entertainment Tax Collections; hotel occupancy; new parking ramp financial update; losing Internet charges; entertainment venues and collectibles; auditing collectibles; median sales price and affordability index; City's sale of six liquor licenses and the license wait list; and liquor license pricing. B. Supplemental Appropriation Requests to be Presented in November for Storm Damage, Snow Removal, and Other by Shawn Pritchett, Director of Finance Presentation: Approximately 5 minutes followed by discussion  Pritchett provided a preview of the supplements that will be coming before the Council on November 5th. The areas the requests are coming from are: the General Fund, for September Storm Damage Repairs ($1.8M from the Fund Balance/FEMA) and Provisional Winter Supplement ($3M from the Fund Balance); the Sales Tax Fund, for Arterial Streets Improvements ($400K from Platting Fees) and South Dakota Department of Transportation (SDDOT) Reimbursed Projects ($2.04M from SDDOT); and the Storm Drainage Fund, for four pumps ($200K from the Fund Balance). He also spoke about the Preliminary September Storm Expenses of $2,220,000; the 2019 General Fund September Storm Supplement of $1,800,000; and the 2019 Provisional Winter Supplement. Pritchett also discussed the Public Works CIP Amendments for both the Sales Tax and Storm Drainage Funds. C. Professional Service Agreements for Bond and Public Safety Facility by Brad Goodroad, Fire Chief; Tom Huber, Assistant Director of Finance Presentation: Approximately 10 minutes followed by discussion Huber began the presentation and spoke about some upcoming agreements. He provided a 2020 Bond Issuance update; the new bond issue includes: the Public Safety Training Facility, Fire Station #12, River Greenway, Refinancing Quality of Life (QOL) II Bonds (2009A) and Refinancing Flood Control Bonds (2009B). He said that there will be an ordinance coming forth in February or March for Professional Service Agreements for Project Financing (Financial Advisor is PFM, and Bond Counsel is Perkins Coie) and Architectural Services (Schematic Project Design by WSKF). Huber spoke about the differences between a bond counsel and a financial advisor. The Architectural Services will have the Programming Services, which will include the Final Space Requirements. Goodroad spoke about the WSKF Architects Agreement. The project will cost $369,075 and will take 120 days to complete. Discussion followed regarding: evac courses for both the Fire and Police departments; placing items on the regular agenda vs. the consent agenda; cost for the training facility; change in meeting time; the River Greenway project is in the design phase; and an update on the bonds. Stehly left the meeting at 5:40 p.m. 4. Public Comment There was none. 5. Executive Session A. Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25- 2(3) A motion was made by Council Member Erickson and seconded by Council Vice- Chair Neitzert to enter Executive Session at 5:48 p.m.  Roll call vote to enter Executive Session. 4 Yes: Erickson, Neitzert, Selberg, Starr; 0 No: (None). Motion Passed. A motion was made by Council Vice-Chair Neitzert and seconded by Council Member Erickson to exit Executive Session at 6:24 p.m. Roll call vote to exit Executive Session. 5 Yes: Erickson, Neitzert, Selberg, Starr, Stehly; 0 No: (None). Motion Passed. Stehly returned to the meeting and was present for the Executive Session. 6. Adjournment Council Chair Marshall Selberg adjourned the meeting at 6:24 p.m. Denise D.
