MINUTES Informational Meeting Tuesday, January 28, 2020 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Janet Brekke, Christine M. Erickson, Greg Neitzert, Marshall Selberg, Curt Soehl, Theresa Stehly Council Members Absent: Rick Kiley, Pat Starr Council Chair Marshall Selberg called the meeting to order at 4 p.m. 2. City Council Open Discussion Councilor Janet Brekke requested a second Budget Working Session, a chance to discuss ideas, and for it to be held in the Multi-Purpose room. Councilor Christine M. Erickson suggested that the second meeting be held on a Tuesday during an Informational Meeting. Councilor Theresa Stehly said she thought last year's sessions worked well with the ranking system and agreed to a meeting being held during an Informational Meeting. David Bixler, Budget Analyst, explained the Working Session timeline. Stehly thanked Don Kearney, Director of Parks and Recreation, for considering the budgetary expenditures of tree trimming in the City boulevards. The estimated cost of the project would be $688,000 annually. She thought they could supplement the cost with inmate labor. Stehly then spoke about other programs that receive subsidies. Council Vice-Chair Greg Neitzert said he was going to recuse himself from the two golf related agenda items because his father works as a mechanic for Landscapes Unlimited. Brekke spoke about reforestation and how it would go faster if the City was trimming the trees. 3. Presentations A. Golf Course Update by Don Kearney, Director of Parks and Recreation; Justin Arlt, Sioux Falls Golf Market Manager Presentation: Approximately 25 minutes followed by discussion Kearney provided the introduction for Justin Arlt, Sioux Falls Golf Market Manager. Arlt said it's been two years since the company has taken over management in Sioux Falls. He presented a review of 2019. Arlt spoke about: the new pass structure & offerings, which included a 54-hole Season Pass and a 40 & Under Pass; Membership Privileges, which included year-round golf and fitness options; Rounds & Playable Days Comparison, there were 84,441 rounds played with 170 playable days; Season to Season Comparison based on season pass sales, punch pass sales and green fees; Operating Performance, comparing gross revenue and operating expenses; Prairie Green Improvements; Kuehn Park Improvements; Elmwood Improvements; named #2 in South Dakota "Golfweek's BEST" non-golf related events; Player Development; SiouxFallsGolf.com; and Looking forward to 2020, which will include a Season Pass Club Program, Dynamic Online Pricing, City Event Series, and Improved Cart Paths at Prairie Green Golf. Discussion followed regarding: playable days; tree replacement program; smoking ban feedback; 2018 and 2019 audit; number of full and part time employees; aftermath of fire at Elmwood; insurance payout; future clubhouse and cart barn at Elmwood; golf course tree maintenance; revenue generated from the golf courses; insurance payment on the Elmwood cart barn; the 40 & Under Pass; and asphalt improvements. B. Landscapes Management Company Contract Amendments by Don Kearney, Director of Parks and Recreation Presentation: Approximately 5 minutes followed by discussion Kearney explained that the City of Brandon contacted Landscape Management about potentially helping them to re-evaluate their golf course operations. Landscape mentioned a non-complete clause in their contract, which prohibits them from providing services to other city courses that are within 20 miles of the Sioux Falls' golf courses. Conversations were held between Landscape and the City to figure out a plan. One of the things that was decided was for Landscape Management to have a separate team to manage the Brandon course. Kearney spoke about the potential benefits, which would include: opportunity for cross promotional opportunities; added value to City pass holders; continues the history of cooperation between municipalities; and will likely drive additional rounds and revenue to both courses. The proposed amendment language changes include: adding the City of Brandon as an exemption to the non-compete; and LMC agrees to "employ different personnel for the management of the city of Brandon golf facilities and LMC will not hire personnel from the Golf Facilities without first obtaining the City's written consent." Discussion followed regarding: who is currently managing the Brandon golf course; why do they want LMC; why not let LMC service any community; no sharing of employees; change amendment to state municipalities; protecting the City's interest; and the number of golfing entities in Sioux Falls. C. Triage Center Update by Jill Franken, Director of Health Presentation: Approximately 10 minutes followed by discussion Jill Franken, Director of Health, provided the update on the Community Triage Center. She provided a brief background on the need for the center, which includes reducing unnecessary emergency department visits and jail bookings. Those involved in the project include: City and County elected officials, Leadership Team/Funding Partners, Community Advisors, Project Team, CTC City Team, Minnehaha County, Sanford Health, and Avera. Franken mentioned that the next steps are: a non-profit inaugural board meeting on January 29th; a press conference, also on January 29th; releasing a service provider Request for Proposal (RFP) in early February; making the award announcement in early May; working on the facility buildout design phase, from March-May; the construction phase will be from June-September; and the operations will begin between October-November. She informed the Council that there will be some items that they will have to approve at their upcoming meetings. Franken spoke about the social media and billboard campaigns. The City is working with 211 in regards to the Live Well website. Discussion followed regarding: creation and approval of the board; behavioral visits and insurance; will CTC clients need insurance; how will the center help families; the average projected stay for a client at the CTC is seven days; and compliments on the social media and billboard campaigns. D. Election Update by Tom Greco, City Clerk Presentation: Approximately 10 minutes followed by discussion Tom Greco, City Clerk, provided a brief overview for the upcoming April 14, 2020, Municipal/Sioux Falls School District Election. A Runoff Election will be held on May 5, 2020, if needed. He said the Voter Registration Deadline for the April Election is March 30, 2020, and the deadline for the Runoff will be April 20, 2020. The earliest date to circulate Nominating Petitions is January 31, 2020, and the deadline to file is by 5 p.m., Friday, February 28, 2020. The following Council seats are up for election: At-Large, Southwest District, Northwest District, and Northeast District. Greco mentioned that there are 67 precincts and 54 Polling Places. A new precinct, 2-16 was created in Lincoln County, after being split from Precinct 2-13. He also spoke about seven changes in polling places, from the 2018 Election. Greco said the slots have been filled for the 240 workers that are needed. Important dates and the website were reviewed. Discussion followed regarding: informing voters of the change to their precinct; and wages for workers. 4. Public Comment There was none. 5. Executive Session A. Discussing the qualifications, competence, performance, character or fitness of any public officer or employee or prospective public officer or employee. The term "employee" does not include any independent contractor pursuant to SDCL 1-25- 2(1) A motion was made by Council Vice-Chair Neitzert and seconded by Council Member Erickson to enter Executive Session at 5:45 p.m. Roll call vote to enter Executive Session. 6 Yes: Brekke, Erickson, Neitzert, Selberg, Soehl, Stehly; 0 No: (None). Motion Passed. 6. Adjournment A motion was made by Council Vice-Chair Neitzert and seconded by Council Chair Selberg to exit Executive Session and adjourn at 6:24 p.m. Voice vote to exit Executive Session. 6 Yes: Brekke, Erickson, Neitzert, Selberg, Soehl, Stehly; 0 No: (None).
