MINUTES Informational Meeting Monday, February 3, 2020 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Janet Brekke, Christine M. Erickson, Rick Kiley, Marshall Selberg, Curt Soehl Council Members Absent: NoneGreg Neitzert, Pat Starr, Theresa Stehly Council Chair Marshall Selberg called the meeting to order at 4 p.m. 2. City Council Open Discussion Council Member Janet Brekke shared copies of a letter she sent to the Governor and legislators asking them to support fully funding and supporting 211 services statewide. 3. Presentations A. Arterial Street Sidewalk Installation by Chad Huwe, City Engineer Presentation: Approximately 20 minutes followed by discussion Huwe explained that the presentation was being provided as a refresher on sidewalk assessments and that at a forthcoming meeting the council will consider the assessments he'll be discussing. He first showed the subject areas which include: 57th St. from Western Ave. to Minnesota Ave.; Southeastern Ave. from 18th St. to 26th St.; and, 85th St. from Beal Ave. to Hughes Ave. For each area, he showed where sidewalks would be placed and which properties are subject to assessments. He also reviewed the assessment process by explaining the criteria used to determine assessments. The property owners are presented with an option to have the work done by a contractor of their choice or to have the City do it. If the City does it, they also have the choice of being assessed or being directly billed. Huwe then reviewed South Dakota Codified Law and City of Sioux Falls Design Standards in reference to sidewalk installation responsibilities. He concluded the presentation with a detailed review of the four subject areas and each property subject to a sidewalk assessment. Discussion followed about notification to property owners, the City's responsibility for sidewalk installation, and whether there have been any complaints about the process to date. 4.
