MINUTES Informational Meeting Tuesday, February 11, 2020 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Janet Brekke, Christine M. Erickson, Rick Kiley, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr, Theresa Stehly Council Members Absent: None Council Chair Marshall Selberg called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. Siouxland Heritage Museum Board: Thursday, February 6, 2020 (Council Member Starr) Council Member Pat Starr provided an update stating Sioux Falls will be hosting the Mountain Plains Museum Board in September, 2020. This is a regional conference representing 13 states. The unpacking and moving process at the Siouxland Heritage Museum is continuing to the new facility and gallery spaces are being added. 3. City Council Open Discussion Council Member Christine M. Erickson provided an update stating members of the City Council attended the Municipal League Board Meetings in Pierre last week. She also noted that updates on legislative bills continue to be received from Yvonne Taylor. Council Member Theresa Stehly stated she attended the Faith Temple Food Giveaway on Friday night at the Sioux Empire Fairgrounds. She encouraged the Council Members to attend this event which occurs every Friday at the Fairgrounds. Stehly spoke about the coronavirus stating she has requested an update from the Health Department on what plans are being taken to handle any outbreak in Sioux Falls. Selberg responded by reading correspondence he has received from the Health Department regarding action plans for virus activity in Sioux Falls. 4. Presentations A. 2019 Sales Tax Update, 2020 Capital Projects and Bond Funding Update by Shawn Pritchett, Director of Finance; Don Kearney, Director of Parks and Recreation; Mark Cotter, Director of Public Works; and Brad Goodroad, Fire Chief  Presentation: Approximately 20 minutes followed by discussion Pritchett, Kearney, Cotter, and Goodroad reviewed a presentation covering the following points: Municipal Taxable Sales: 2018 vs. 2019; Sioux Falls Taxable Sales-Retail; Year-Over-Year Monthly Sales Tax Growth; Long-Term Sales Tax Growth; Sales Tax Collections Without Audits; Sales and Use Tax - Available Balance; Budget Buckets; Surplus Sources; Unreserved Fund Balance and Cash Balance; Reserve Funds $1.7 Million; Proposed Capital Projects; Process; $6.125 Million Fund Distribution; Highways and Streets - Total Investment; Highways and Streets - Investment Impact; Parks and Recreation $1.125 Million; Great Bear Chairlift $800,000; Terrace Park $325,000; Fire Station 12 $3.3 Million; 2020 Bond Update; Community Bond 2020; and Timeline. Council Chair Selberg left the meeting and turned the gavel over to Council Vice Chair Greg Neitzert. Discussion followed regarding: the types of bonds to invest in; explaining what "shovel ready" means and the timeline involved for certain projects; the process for raising the money for Great Bear Recreation; the rehabilitation on the Lions Den; the renovations of the ball fields; the unreserved fund and cash balances; the distribution and the balances of cash flow; the communication process for discussing the distribution of the funds; last year's request for funds for pot hole repairs; the definition of market fluctuation and how it impacts sales taxes; flooding expectations for spring; the breakdown between what is covered by sales taxes and the general fund; the history of the Board for Great Bear; the cost of the snow cat groomer; whether or not there are free/reduced passes at Great Bear; maintenance of trees in the boulevard; the status of the steps at Terrace Park; and the location and prioritizing of street projects in the city in the last ten years. Council Member Pat Starr expressed concern about whether or not the City Council has received enough time to review, discuss and take action on this topic given it is scheduled for first reading at tonight's City Council Meeting. B. Washington Pavilion Parapet and Cornice Condition Assessment and Study by Liz Squyer, Principal Architect, Architecture Incorporated Presentation: Approximately 20 minutes followed by discussion Due to time restraints, this item is rescheduled for the February 25, 2020 Informational Meeting. 5. Public Comment There was none. 6. Executive Session A motion was made by Council Member Erickson and seconded by Council Member Soehl to enter Executive Session at 5:47 p.. Roll Call vote to enter Executive Session. 6 Yes: Brekke, Erickson, Kiley, Neitzert, , Soehl, Stehly; 0 No: (None). Motion Passed.  A. Adjournment A motion was made by Council Member Erickson and seconded by Council Member Soehl to exit Executive Session and adjourn the meeting at 6:10 p.m. Voice vote to exit Executive Session. 7 Yes: Brekke, Erickson, Kiley, Neitzert, Soehl, Starr, Stehly; 0 No: (None).
