MINUTES Informational Meeting Tuesday, February 18, 2020 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Janet Brekke, Christine M. Erickson (arr. 4:01 p.m.), Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr, Theresa Stehly Council Members Absent: Rick Kiley Council Chair Marshall Selberg called the meeting to order at 4 p.m. 2. City Council Open Discussion Council Member Theresa Stehly stated that there will be a Council Working Session at 2:30 p.m. on Wednesday, February 26, 2020, regarding the Budget. She asked David Bixler, Budget Analyst, if people could present items at the meeting. He indicated that people could and he would assemble a roster of ideas and will present them afterwards. The list of items will be discussed at a future Informational Meeting. The Council will present their items to Finance in March. 3. Presentations A. Coronavirus Update by Sandy Frentz, Public Health Manager Presentation: Approximately 5 minutes followed by discussion Frentz provided a Situation Update of Coronavirus-2019. She said there are no confirmed cases in South Dakota, nor are there any persons under investigation at this time. The World Health Organization has provided a global dashboard and there are 73,332 confirmed cases, in 26 countries, with 1,873 deaths so far. The majority of cases are in China. Frentz said the Center for Disease Control (CDC) has created a dashboard for the United States; and there are 15 confirmed cases of the disease, in seven states. She said that 13 of those cases had direct travel to China. The other two cases were close personal contacts of people with confirmed cases of the disease. The three most recent cases were under federal quarantine. Frentz said the CDC has stated that the global risk of the disease remains high, but the risk to the United States remains low. The current focus remains on the detection of the disease and quarantine. Frentz said the Coronavirus-2019 is a respiratory disease and is spread similarly like influenza. The disease is not a pandemic, but is being treated like it could become one. The South Dakota Department of Health would be the lead agency if there are any confirmed cases in the State. The City's Heath Department would be in a supportive role and take care of any request for assistance. Frentz said the department is focusing on communication and has been sending out situation briefs for the past several weeks  across the emergency management network. They are also working with various entities if they need any equipment. Discussion followed regarding: how the virus is spread and prevention; how the disease compares to influenza; the role of the State and City Health Departments; where a person would stay if quarantined if they contract the disease; and response rate. B. Falls Park Design Competition by Mike Patten, Park Development Specialist Presentation: Approximately 10 minutes followed by discussion Patten began his presentation by providing a brief overview of the Falls Park Master Plan and Planning Area. He explained the idea of a design competition, which calls for an alternative design approach done by competing design teams. This process will: attract expert designers and new talents; invite fresh thinking and innovative solutions; generate a multitude of different design ideas; incentivize designers to produce their best work; and attracts a lot of public awareness to the project. Patten said the Falls Park Design Competition is both an Ideas Competition and Project Competition. The goals are to: generate a comprehensive vision for the park; generate a lot of innovative ideas; create a plan that can be realistically implemented; address the growing needs of Sioux Falls; build upon the existing spaces and natural features; investigate all possibilities and maximize potential; be a catalyst for growth and redevelopment; and inspire the community. Patten explained the steps of the project, which include: forming a project committee; consultant selection; design competition; and choose the winning design. The competition will begin in the Summer of 2020, with a four month design period. The design submittal will take place in the Fall of 2020. A $10,000 fee will be paid to the chosen teams. Among the outcomes sought from the competition are: to enhance social, recreational, economic, and environmental opportunities; identify critical connections to and throughout the space; explore the park's physical features and cultural opportunities; examine new and innovative design methods; estimate the short-term and long-term costs for development and maintenance; and to prioritize strategy for investment. Patten said at the end of the competition, the City will own all of the intellectual property rights of the work created by all of the design teams. A collection of the best ideas will become a part of the Master Plan. Discussion followed regarding: has the Parks Department held previous design competitions; budget restrictions for the plans; applauding the uniqueness of the project; creation of the selection team; presenting the plan to the Council; $10,000 to the selected teams; budget cost for the project; goal of the master design plan; and how Falls Park serves the community. 4.
