MINUTES Informational Meeting Wednesday, June 3, 2020 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order 2. Committee/Commission Reports A. Urbanized Development Commission (UDC): Thursday, May 14, 2020 (Council Members: Brekke, Neitzert, Kiley, Starr) An update will be provided at the June 9, 2020, Informational Meeting. B. South Eastern Council of Governments (SECOG): Wednesday, May 20, 2020 (Council Members Starr and Stehly) Council Member Pat Starr stated that the SECOG group are planning how to put federal grant money into play to mitigate damages for businesses and communities that are related to changes caused by the COVID-19 virus. 3. City Council Open Discussion There was none. 4. Presentations A. Siouxland Library Services and Programming Update by Jodi Fick, Director of Siouxland Libraries Presentation: Approximately 15 minutes followed by discussion Jodi Fick, Director of Siouxland Libraries, proved an overview of library services and programming updates by reviewing the following information: Siouxland Libraries mssion; Focus during COVID-19; Library Services and current status regarding library and physical collections, answering infromation and reference questions, internet access, websie, communications and social media, and programs; Library Service - Repopening; Next Phases; "Grab and Go" Service rollout; Summer Reading from Siouxland Libraries and Pop Up Bookmobile B. Summer Parks Programming and Youth Sports by Don Kearney, Director of Parks and Recreation Presentation: Approximately 20 minutes followed by discussion Don Kearney, Director of Parks and Recreation, and Jackie Nelson, Administration Manager, provided an update on summer plans regarding: Leagues/Tournaments; Aquatics; Summer Pass; Staffing; Community Centers; Imagine Your Story; Playground Program and Special Events. Discussion followed regarding: usage of city staff during the COVID-19 changes; what sport groups are returning to the city parks; the waiver for using park facilities; the timeline for swimming meets at the Midco Aquatic Center; the use of the tennis courts; renting the shelters; the status of the bandshell at McKennan Park; and the timeline for opening the Aquatic Center. Suzie O'Meara, Great Plains Zoo and Delbridge Museum, and Darin Smith, President and CEO of the Washington Pavilion, provided an update on the re- opening of their facilities and the activities that will be available for adults and children. C. 2021 Legislative Priorities by Jim David, Chief of Legislation and Policy Presentation: Approximately 15 minutes followed by discussion Jim David, Chief of Legislation and Policy, reviewed the following information: 2021 Legislative Priority Schedule and the 2021 recommended changes. Discussion followed regarding a review of the following charges: : Life Expectancy by Census Tract; Medicaid in South Dakota; 5. Public Comment Steven Siano spoke about the distribution of funds in South Dakota; the closing of the Library and Bus Systems; and information distributed about the COVID-19 virus. 6. Executive Session A. Discussing information listed in subdivisions 1-27-1.5(8) and 1-27-1.5(17). A motion was made by Council Member Erickson and seconded by Council Member Soehl to enter Executive Session at 5:08 p.m.. A motion was made by Council Member Soehl and seconded by Council Member Erickson to exit Executive Session at 5:28 p.. Voice vote to exit Executive Session. 7 Yes: Brekke, Erickson, Kiley, Neitzert, Selberg, Soehl, Starr; 0 No: (None). Motion Passed. Roll call vote to enter Executive Session. 7 Yes: Brekke, Erickson, Kiley, Neitzert, Selberg, Soehl, Starr; 0 No: (None). Motion Passed. 7.
