MINUTES Informational Meeting Tuesday, June 9, 2020 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Janet Brekke (via telecom), Christine M. Erickson, Rick Kiley (via telecom), Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr Council Members Absent: Theresa Stehly Council Chair Marshall Selberg called the meeting to order at 4 p.m 2. Committee/Commission Reports A. Urbanized Development Commission (UDC): Thursday, May 14, 2020 (Council Members: Brekke, Neitzert, Kiley, Starr) Council Members Rick Kiley and Pat Starr provided a joint update regarding the requested and granted approval for the following projects: The 2021-24 Transportation Improvement Program Public Participation Plan; I-229 Exit 6, 10th Street Interchange Modification/Justification Report, Public Participation Plan; the I- 229 Exit 9 Benson Road Interchange and Modification/Justification Report and Environmental Documentation; I-29 85th Street – Build Interchange Grant Letter of Support; the Maple Street Park Street Built Grant Letter of Support; and the 2020- 2023 Transportation Improvement Program TIF Revision 20-003. The remainder of the meeting covered TIF Administrative Amendments, 2021 Unified Planning Work Program, 2021-2024 meeting dates and times, a presentation on the Sioux Falls Transit temporary reduction in service due to COVID-19, and the 2045 Long Range Transportation Plan. Starr provided an update on the recent Siouxland Heritage Museum meeting regarding the following: The Museum has assisted with the latest election process allowing absentee ballot counting in their building; events for June and July were either canceled or postponed with most to resume again in August; they are in the process of opening and have a new display showing pictures of 9th Street from the 1950’s along with a panoramic view of the same area in 2020; and the impact to the Enterprise Fund Budget caused by the responses to the COVID-19 virus. 3. City Council Open Discussion Council Member Christine M. Erickson stated she and Kiley were members of the SPARKS Task Force (economic recovery group) and provided the following updates: Erickson will ensure that the invites for future meetings that will be circulating on social media will also be sent to Council Members. They are seeking  state-wide participation from members of several fields. Erickson will provide access to upcoming meeting videos for future meetings. Erickson attended a baseball tournament in Sioux Falls last weekend. She stated there were teams in attendance that traveled great distances, including a team from Spokane, Washington. Erickson noted that there will be announcements soon regarding soccer tournaments and other public events. 4. Presentations A. Triage Center Project Update by Alicia Collura, Assistant Director of Public Health; Steve Lindquist, Project Director Presentation: Approximately 15 minutes followed by discussion Alicia Collura, Assistant Director of Public Health, expressed appreciation to the many staff members and departments that have assisted the Health Department in the Triage Center Project. The goal of the Triage Center is to set up to meet the needs of the most vulnerable citizens with the right care at the right time with the right staff. Collura stated the Baseline Data Report, last released in 2016, illustrated that 6,300 admissions to the Emergency Room were for behavioral health issues along and 4,200 inmates reflected mental illness or substance abuse disorders. The project team is working on an updated Baseline Data Report. Examples of services to be provided by the Triage Center include: Sobering Center; medically managed detox; psychiatric acute care services; substance abuse disorder assessment; medically assisted treatment for individuals addicted to opioids; and case management and treatment plans for the patients. Collura stated that information received from federal agencies states that COVID-19 has impacted many mental health areas and that increases can be expected in the following areas: mental health calls, suicide or attempted suicides, post-traumatic stress, and anxiety and depression related incidents. The National Alliance on Mental Illness states an increase in calls related to loneliness, isolation, depression and anxiety support the need for a community triage center for this time of crisis. The following PowerPoint slides were reviewed: Triage Center Updates, Why a Community Triage Center?, Current Indicators of Need, 2020 Project Milestones, Current Priorities, Joint Participation Agreement, Financial Commitment, Protection of City Interests, and What’s Next? Steve Lindquist was hired as the Project Director representing the Sioux Empire Triage Center Nonprofit. Lindquist provided an update on his background and his responsibilities as the Project Director. He noted the benefits to all of the entities involved from this joint collaboration of shared services and resources. Collura provided a copy of the Joint Participation Agreement and explained that this agreement will be reviewed a future Informational Meeting for additional discussion. The copy was provided in advance to give the Council Members time to review prior to future discussions.  Discussion followed regarding: clarification of verbiage used in the Agreement regarding the practice of medicine; the length of time involved in the partner participation; financial sustainability plans; how service charges will be handled; the accreditation of the facility; State Law terminology and use of technical terms; possible future services; the public timeline for the release of the new name and logo of the Triage Center; support expressed for the center and how it will help so many people; future operational reports, evaluation plans and distribution; the differences in calls to the Police Department for the various types of mental health related incidents – updated information will be provided. 5.
