MINUTES Informational Meeting Tuesday, June 16, 2020 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr, Theresa Stehly, Janet Brekke (via telecom), Christine M. Erickson, Rick Kiley (via telecom) Council Members Absent: None Council Chair Marshall Selberg called the meeting to order at 4 p.m. 2. City Council Open Discussion Councilor Christine M. Erickson provided an update on a recent SPARK Task Force meeting, which Councilor Rick Kiley is also a part of. She is a part of the Industry cluster group, which had their second weekly meeting and focused on banking, development and what it means for the future of Sioux Falls. The meetings are available for viewing on the City's YouTube channel. Erickson said there will be another meeting next week and it's open to the public. The topic will be health care. She added that there will be a media campaign coming up showcasing that Sioux Falls has done a good job of mitigating COVID-19 and to encourage people, who feel good, to get out and about. Erickson said they want to see the economy to get up and going and to take care of mental health at the same time. Councilor Curt Soehl spoke about the passing of Sioux Falls Fire Rescue Captain Kendall Ward. He said he was the kind of guy that you want for a firefighter and to represent the City. Soehl also mentioned the passing of Gloria Johnson, spouse of retired firefighter Stone Johnson. He described her as having a “larger than life” personality. Lastly, he acknowledge the recent passing of Tania Larson. She was the daughter of a firefighter. Councilor Theresa Stehly provided an update on the Election recount process. She applied for a recount last Friday. The recount board will be comprised of a representative that she picks, her opponent picks, and one that City Clerk Tom Greco picks. She spoke about her pick Randy Seiler, how this is supposed to be a non-partisan group and the next steps for the recount. Kiley stated it wasn't only Stehly who was impacted by the microphones being cut off last week, but everyone who was on the phone. He said there were technical difficulties. Kiley said that Council members have and will continue to work for all citizens.  Erickson cautioned Council members to not use their official capacity to try to sway the recount process. She hopes the process is transparent, efficient and done quickly. Erickson expressed her confidence and faith in Greco to do a good job. Stehly mentioned that the ability of Councilors to use their titles to endorse people, have fundraisers or to sway things was brought before the Ethics Board by Councilor Janet Brekke. She was concerned about what people on the Council had already done. The Board decided it was freedom of speech. Stehly then spoke about her remaining meeting attendance. Erickson clarified her statement. Brekke spoke about a motion being made at tonight's meeting to correct the minutes of last week's meeting. She explained that she and Kiley had voted, when the microphones were cut off, and their votes were not counted. 3. Presentations A. Triage Center Project Lease Agreement by Alicia Collura, Assistant Director of Public Health; and Steve Lindquist, Project Director Presentation: Approximately 15 minutes followed by discussion Alicia Collura, Assistant Director of Public Health, provided the Triage Center update. She said meetings were held last week to begin the architectural design process and hope to see some concepts before the end of the month. City staff are currently moving out of the City Annex building, where the center will be located. She spoke about the lease agreement between the City and the Sioux Empire Triage Center (SETC) non-profit. Collura said the center is in walking distance to other services such as Minnehaha County, Falls Community Health and a bus stop. The center will be on one level but the lease is for the entire building. The duration of the lease is until December 31, 2023. The In-Kind lease of the City Annex is $173,000, the City's contribution to the center. There will be another $257,000 in cash contributions for operations. In an effort to protect the City's interests, the following are the tenant's responsibility: improvements, maintenance, security plan, tobacco control, insurance and indemnification. Collura reviewed the next steps. The first reading of the Joint Participation Agreement Ordinance will be tonight with the second reading on July 7th. The first reading for the lease agreement will be on July 7th, with the second reading on July 14th. Discussion followed regarding who comprises the Sioux Empie Triage Center non- profit. The members are Avera, Sanford, the City of Sioux Falls, and Minnehaha County. B. Public Parking Update by Shawn Pritchett, Director of Finance Presentation: Approximately 15 minutes followed by discussion Shawn Pritchett, Director of Finance, provided the Public Parking Update. He began with a status update. Pritchett reminded the Council that Public Parking is an Enterprise Fund and does not receive any taxpayer allocation. It's self funded and generates funding from parking leases, meters and enforcement. COVID-19 impacted all areas of funding. In spite of the impacts, Pritchett said the financial  model for parking is still solid. He noted that free meters were set along the downtown corridor for restaurant takeout. Together, meters and enforcement comprise approximately 37% of budgeted revenue. Pritchett said the projected model is that they will achieve about 60% of their budgeted revenues for the year. He spoke about the COVID impact on meter and parking leases revenue. While adapting to COVID-19, they were able to save some money by reallocating resources to support City needs. Pritchett said they were also able to reduce costs by leveraging technology to increase efficiency. This was done through "Frictionless" parking by eliminating gates and paper products. He reviewed the Cash Flow Forecast and anticipates ending the year with $700,000 in cash. Pritchett said no changes are expected for the enterprise model. There are no parking citation or meter rate increases planned for 2021. The new Village on the River parking ramp will be opened soon. On August 1st, they anticipate relocating 300-plus lease customers to the new ramp. Pritchett said the debt service for the ramp will go down to $200,000 for the ramp in 2021. It will be paid off in 12 years. Discussion followed regarding: restaurant takeout meters; electronic meters; relocation customers; potential park at the ramp; upcoming change orders; additional development for the ramp; is there a need for additional funds to complete the ramp; debt service; would parking be hindered by potential construction; and compliments to Pritchett for his service. 4. Public Comment There was none. 5. Executive Session A. Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25- 2(3) The Executive Session was canceled. 6.
