MINUTES Informational Meeting Tuesday, October 6, 2020 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Janet Brekke (Via telecom), Christine M. Erickson, Alex Jensen, Rick Kiley (Via telecom), Greg Neitzert, Marshall Selberg Council Members Absent: Curt Soehl, Pat Starr Council Chair Greg Neitzert called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. Audit Committee: Monday, September 28, 2020 (Council Members: Kiley (Chair), Jensen, Neitzert, Soehl) Kiley reported that the Audit Committee met last Monday to address four items: an audit report; an audit follow-up; the 2020 audit plan, and office updates.The audit covered employee payroll deductions and the audit plan recommends changes based on impacts from covid-19. The Internal Audit Manager will present both of these at a forthcoming Informational Meeting. The follow-up audit revisited recommendations previously noted in Audit Report 18-03, Purchasing Card Program. Of the three recommendations made in that audit report, two have been implemented. The third will be implemented once new software is fielded this year to address training and tracking. Kiley also provided an overview of the Parking Enterprise System Risk Assessment Request for Proposals. Lastly, the Internal Audit Manager spoke about the internal auditor hiring process; noted that many changes have been made to the Internal Audit webpage; and mentioned that steps are being taken to prepare a proposed 2021 audit plan. 3. City Council Open Discussion Council Member Janet Brekke indicated that she will be presenting an amendment to the Ethics Ordinance that covers education at next week’s Informational Meeting. 4. Presentations A. South Veterans Parkway Update by Mark Cotter, Director of Public Works Presentation: Approximately 20 minutes followed by discussion Cotter provided a brief recap of the history behind the Veterans Parkway Corridor. Between 2008 and 2017, three separate segments were completed: 57th St. to Madison St.; Madison St. to Maple St.; and, Maple St. to Rice St. Construction on the Rice St. to I-90 segment began in 2018. The next segment for completion, and the subject of the presentation, is "South Veterans Parkway -- 57th St. to I-29. It is expected to be completed in multiple phases with design activities beginning in 2021 and construction beginning in 2023, complete in 2026. The phases, in no particular order, include: I-29 to Western Ave.; Western Ave. to Cliff Ave.; Cliff Ave. to Sycamore Ave.; and, Sycamore Ave. to 57th St. The entire segment is 8.5 miles and indexed to 2023 dollars is estimated at $208.9 million. The South Dakota Department of Transportation will fund the six-lane corridor that is estimated at $176 million, while the City of Sioux Falls will fund arterial streets that connect to the corridor, which is estimated at $32.9 million. The final phasing of construction will be determined through the design process and based on other considerations. Discussion followed about: whether all construction will be in City limits; the role of the State; Environmental Assessments; the bike trail/lane; staging/phasing of segments; and public involvement. 5. Public Comment Comments were provided by Polly Boggs, Keith Moore, Mary and Wayne Wilhelmi, and Vlad and Linda Ermuk. Concerns were expressed about the size of the road, its alignment, elevation, and ability to best manage traffic flow. 6.
