MINUTES Informational Meeting Tuesday, October 13, 2020 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Janet Brekke, Christine M. Erickson, Alex Jensen (via telecom), Rick Kiley (via telecom), Marshall Selberg, Curt Soehl, Pat Starr Council Members Absent: Greg Neitzert Council Vice Chair Soehl called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. Siouxland Heritage Museum Board: Thursday, October 8, 2020 (Council Member Starr) Council Member Pat Starr was unable to attend this meeting; Budget Analyst David Bixler attended in his absence. Starr has provided a written email update to the Council Members. 3. City Council Open Discussion Soehl reviewed correspondence received by the Mayor and the Council Members, regarding COVID-19 updates and recommendations for precautions against the virus. 4. Presentations A. 2021 Districting Commission by Tom Greco, City Clerk; and Jeff Schmitt, Planning Projects Coordinator Presentation: Approximately 15 minutes followed by discussion City Clerk Tom Greco provided an update on the Districting Commission process including details regarding: the need, purpose and composition of the commission; the duties of the commission; the districting criteria; the recommended timeline; and how to apply to be a Districting Commission member. Discussion followed regarding a concern for getting enough members. Greco replied that the last application process in 2017 resulted in over 30 applications received. Discussion was also held regarding the composition of the districting commision regarding "No more than three (3) commission members may belong to the same political party".  B. Audit Report 19-02: Employee Payroll Deductions by Shana Nelson, Internal Audit Manager Presentation: Approximately 10 minutes followed by discussion This item was rescheduled to the Monday, October 19, 2020, Informational Meeting. C. Revised Audit Plan by Shana Nelson, Internal Audit Manager Presentation: Approximately 5 minutes followed by discussion This item was rescheduled to the Monday, October 19, 2020, Informational Meeting. D. Conflict of Interest/Ethics Training Ordinance by Janet Brekke, At-Large Council Member Presentation: Approximately 15 minutes followed by discussion Council Member Janet Brekke reviewed draft information for possible proposed amendments to the ordinances regarding ethics. She reviewed proposed sections 35.005, 35.037 and 35.060 regarding the following: Compensation and Training; Training for Officers and Employees; and Training for City Council Members. Brekke reviewed a breakdown on the differences between the following ethic areas: professional ethics, government/business ethics and personal ethics. Various types of sanctions were also discussed for giving steps and direction for any needed action if there was a violation. 5. Public Comment There was none. 6.
