MINUTES Informational Meeting Tuesday, November 24, 2020 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Janet Brekke (Via telecom), Christine M. Erickson, Alex Jensen, Rick Kiley (Via telecom), Greg Neitzert, Marshall Selberg, Curt Soehl (Via telecom), Pat Starr Council Members Absent: None Council Chair Greg Neitzert called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. Siouxland Heritage Museum Board: Thursday, November 5, 2020 (Council Member Starr) Council Member Pat Starr stated that the Museum Foundation received a $150,000 donation which will be used to fund closed circuit cameras at the archive facility. The Board was also updated on forthcoming programs and rentals at the museum. B. Urbanized Development Commission (UDC): Thursday, November 5, 2020 (Council Members: Kiley, Neitzert, Selberg, Starr) Council Chair Greg Neitzert spoke about revisions to the Transportation Improvement Plan and approval of the 2045 Long-Range Transportation Plan. The Commission also elected its 2021 Officers; Neitzert noted that Starr was elected Vice-Chair to the Commission. C. Municipal Band Task Force: Wednesday, November 18, 2020 (Council Members Jensen and Erickson) Council Member Alex Jensen stated that the group made introductions to each other and spoke about potential options to think about during forthcoming meetings. Representatives from Finance, Parks and Recreation, and Human Resources were also in attendance. 3. Councilor Remarks There were none. 4. Presentations A. October 2020 Monthly Financials by Tom Huber, Assistant Director of Finance Presentation: Approximately 15 minutes followed by discussion Huber reviewed Labor Force & Employment; Employment; Insured Unemployment; Insured Unemployment Trend 2020; Inflation; Building Permits YTD Building Valuations; Sioux Falls YTD Residential Permits; Sales Tax Collections (w/out Audits); Entertainment Tax Collections (w/out Audits); Industry Taxable Sales Data; Year to Date Property Tax Revenues; Lodging Tax Receipts; Lodging BID Tax Receipts; General Fund Revenues, and; General Fund Expenditures. Discussion followed about the disposition of CARES Act funding. 5. Public Comment Mark Weber provided his analysis of City finances and challenged some of the assumptions used in the monthly report. 6. Executive Session A. Discussing the qualifications, competence, performance, character or fitness of any public officer or employee or prospective public officer or employee. The term "employee" does not include any independent contractor pursuant to SDCL 1-25- 2(1) A motion was made by Council Member Erickson and seconded by Council Member Selberg to enter Executive Session at 4:34 p.m. Roll call vote to enter Executive Session. 8 Yes: Brekke, Erickson, Jensen, Kiley, Neitzert, Selberg, Soehl, Starr; 0 No: (None). Motion Passed. A motion was made by Council Member Erickson and seconded by Council Member Jensen to exit Executive Session and adjourn at 4:47 p.m. Voice vote to exit Executive Session. 8 Yes: Brekke, Erickson, Jensen, Kiley, Neitzert, Selberg, Soehl, Starr; 0 No: (None).
