MINUTES Informational Meeting Tuesday, December 1, 2020 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Janet Brekke (Via telecom), Christine M. Erickson, Alex Jensen, Rick Kiley (Via telecom), Greg Neitzert, Marshall Selberg, Curt Soehl (Via telecom), Pat Starr Council Members Absent: None Council Chair Greg Neitzert called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. Audit Committee: November 16, 2020 (Council Members: Kiley (Chair), Jensen, Neitzert, Soehl) Audit Committee Chair Rick Kiley reported that Eide Bailly has been working on the audit since last month and expects to issue the final audit by the end of March. They have adjusted their approach a bit this year due to covid only insofar as there will be more reliance on remote communication as the audit progresses. One final note, there are no new professional auditing standards that have been implemented this year, but some are expected in the out-years. The BID Tax audit was presented as well. There were a few key findings related to: a review and update to Chapter 37 of the Code of Ordinances; enforcement and consistency in filling out the “Statement Required Along with Occupational Tax Worksheet”; and, the need for Finance to strengthen some of the BID Tax policies and procedures. The report provided recommendations to address each finding. Lastly, the Committee received a follow-up Landfill Licensing Audit. One of the key items addressed was updating the hauler license application—the report showed that significant steps have been taken to improve the licensure process, to include the ability to apply and pay electronically. 3. Councilor Remarks There were none. 4. Presentations A. SAM On-Demand Transit by Sam Trebilcock, Senior Planner  Presentation: Approximately 20 minutes followed by discussion Sam Trebilcock, Senior Planner, explained what "SAM On-Demand" is, how riders can use it, when it will start, and how riders can provide feedback. "SAM On- Demand Transit Service" will pick riders up and drop them off between any SAM bus stops in the Saturday service area, transfer-free. SAM buses and drivers will still provide the service and the company "Pantonium" will provide the software platform. Service for the pilot begins on December 19, and will continue for 4 1/2 months on Saturdays with the possible addition of weekday evenings. Staff and Driver training is underway with on-the-road training and testing from December 8 to 17. On-Demand education and marketing will begin December 2, using: Everbridge Texting Service, flyers, website, news releases, organization outreach, rider outreach, and Depot announcements. Trebilcock showed what the website will look like and explained the process for scheduling a ride using the app, the website, and by calling. Rides can be scheduled at any Saturday bus stop. A video was shown describing the scheduling process and Shawna Goldammer, Planning Projects Coordinator, demonstrated the app. Discussion followed about: measurables for success; driver staffing; PTAB involvement; the Pantonium contract length and cost; paying for the service; features of online scheduling; marketing; hours for the pilot on Saturday; whether the pilot could lead to an expansion of service; and, handling riders who get on a bus without scheduling and no-shows. B. 2021 Legislative Priorities by Jim David, Chief of Legislation and Policy Presentation: Approximately 10 minutes followed by discussion Council Member Christine Erickson explained that the Council has used an Ad Hoc Legislative Committee, consisting of three councilors, to coordinate with area legislators and other jurisdictions to develop mutually supporting legislative priorities. Council Members this year are Erickson, Marshall Selberg, and Janet Brekke. Jim David, Chief of Legislation and Policy, stated that Brandon, Crooks, Harrisburg, Dell Rapids, Minnehaha County, and nine legislative districts were involved in the process this year. He went on to review the legislative priorities, of which there were a total of 17 when presented as provisional priorities this past summer. David recommended that the Council remove the priority supporting state funding for human service agency transportation to offset the costs to local and nonprofit transportation. This recommendation was made because the state indicated they do not want to revisit the funding formula and because the City is undergoing a transit pilot program. He concluded with the schedule for the Governor’s Budget Address and Legislative Session dates. Discussion followed about the value in collaborating with local legislators and there was a general consensus that the aforementioned priority be removed from the list. 5. Public Comment There was none. 6. Executive Session A. Preparing for contract negotiations or negotiating with employees or employee representatives pursuant to SDCL 1-25-2(4)  A motion was made by Council Member Erickson and seconded by Council Member Selberg to enter Executive Session at 5:07 p.m. Roll call vote to enter Executive Session. 8 Yes: Brekke, Erickson, Jensen, Kiley, Neitzert, Selberg, Soehl, Starr; 0 No: (None). Motion Passed. A motion was made by Council Member Erickson and seconded by Council Member Starr to exit Executive Session and adjourn at 5:45 p.m. Roll call vote to exit Executive Session. 8 Yes: Brekke, Erickson, Jensen, Kiley, Neitzert, Selberg, Soehl, Starr; 0 No: (None).
