1. Call To Order
Council Members Present: Christine M. Erickson (arr. 4:29 p.m. via telecom), Alex
Jensen, Rick Kiley (via telecom), Greg Neitzert, Marshall Selberg, Curt Soehl, Pat
Starr
Council Members Absent: Janet Brekke
Council Chair Curt Soehl called the meeting to order at 4 p.m.
2. Committee/Commission Reports
A. Urbanized Development Commission (UDC): Thursday, January 13, 2022 (Council
Members: Brekke, Kiley, Neitzert, Starr)
Council Member Greg Neitzert provided the meeting recap. He said they: made
appointments to their Citizens Advisory and Technical Advisory Committees;
approved an Operations Plan for the Sioux Falls MPO; approved amendments to
the State's Transportation Improvement Program (TIP); and spoke about funding
announcements for Section 5310 for 2022. Neitzert said discussion on the 41st
Street Interchange project was deferred to their next meeting.
3. Councilor Remarks
Soehl stated that next week's Joint City Council and Minnehaha County
Commission meeting is canceled. There will be an Informational Meeting at 4 p.m.
and the Joint City Council and Lincoln County Commission meeting will begin at 7
p.m. in Canton.
4. Presentations
A. Washington Pavilion Cornice and Parapet Replacement by Scott Rust, Purchasing
Manager; and Steve Jastram, Arch, Inc.
Presentation: Approximately 20 minutes followed by discussion
Rust began the presentation and provided a brief history of the project. He said that
there is no physical threat to the public's physical health or safety. Due to water
leakage it's time to replace the cornice and parapet with balustrades.
Jastram said they have been working on the design for the cornice and balustrades;
and trying to figure out ways to save money and for it to be effective. Water is
leaking into the building from the steel rods in the balustrades. There are also
issues with horizontal steel rods. Jastram said that there was some caulking done
and they looked at the steep angles of the rods. They will need to replace about
30% and then they can paint the rest. There was not as much damage as first
thought. Jastram said they are tearing apart in six locations. Scaffolding was
originally going to be used for the project, but it was determined that a lift would
work saving money. Jastram said work could be done around the building and
would not impact the entrance or exit. Time on site would be reduced and pre-
assembly could be done. The baluster and cornice would each be 12 ft. and placed
slightly to the right of their current locations. Fiberglass would be used instead of
the current terra cotta.
Rust said the project is close to $6M, which is lower than the original $5M to $7M
projection. Inflation will be factored into the cost. Due to the savings, color changing
LED back lighting, a project alternate, will be added. Rust reviewed the project
timeline and said it would take one year to complete.
Discussion followed regarding: the current colors of the balusters at the Pavilion;
the LED back lighting; what happens to the allotted project funds, since it there will
be a cost savings; how water is currently getting in the balusters; terra cotta and
leaking joints; interlocking fiberglass; no maintenance requirements; adding a
horizontal membrane for safety; baluster overhangs; light weight fiberglass; life
expectancy of the project; contingency funds; and touring the Pavilion roof.

A motion was made by Council Member Jensen and seconded by Council Member
Selberg to enter Executive Session at 4:29 p.m. for Contract negotiations or
negotiating with employees or employee representatives pursuant to SDCL 1-25-
2(4) and for Consulting with legal counsel or reviewing communications from legal
counsel about proposed or pending litigation or contractual matters pursuant to
SDCL 1-25-2(3).
Roll call vote to enter Executive Session. 7 Yes: Erickson, Jensen, Kiley, Neitzert,
Selberg, Soehl, Starr; 0 No: (None). Motion Passed.
A motion was made by Council Member Jensen and seconded by Council Member
Selberg to exit Executive Session at 5:15 p.m.
Voice vote to exit Executive Session. 7 Yes: Erickson, Jensen, Kiley, Neitzert,
Selberg, Soehl, Starr; 0 No: (None). Motion Passed.
7. Adjournment
The meeting adjourned at 5:15 p.m.
