MINUTES Informational Meeting Tuesday, January 25, 2022 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Janet Brekke (via telecom), Alex Jensen, Rick Kiley, Marshall Selberg, Pat Starr Council Members Absent: Christine M. Erickson, Greg Neitzert, Curt Soehl Council Vice Chair Alex Jensen called the meeting to order at 4 p.m. and acknowledged that Council Member Janet Brekke was on the phone. 2. Committee/Commission Reports A. Accessible Housing Advisory Board: Wednesday, January 19, 2022 (Council Member Selberg) Council Member Marshall Selberg said information presented to the Council recently was reiterated at the meeting. B. Multi-Cultural Center Board of Directors: Wednesday, January 19, 2022 (Council Member Starr) Council Member Pat Starr spoke about work on a visioning statement, their 25th Anniversary, future priorities, and the search for an executive director. 3. Councilor Remarks There was none. 4. Presentations A. Ordinance Update: Event Center Complex Advisory Board by Shawn Pritchett, Director of Finance Presentation: Approximately 10 minutes followed by discussion Pritchett began by informing the Council revisions to the previous Arena/Convention/Entertainment Board ordinance would be coming before them. He added that the Boards for which his department is responsible for are being reviewed for relevance and purpose. The Arena/Convention/Entertainment Board pre-dates the Events Center complex. There have been a lot of changes made to management and the campus, but not to the roles and responsibilities of the Board. In the third and fourth quarters of 2021, discussions were held with current Board members regarding: should the Board continue to exist and what role would it play. Also, who should serve on the Board and what would be their role and responsibilities? Pre-pandemic, Pritchett said the focus of the Board had been operational vs. strategic. Through visioning discussions it was decided that the Board should be an extension of the previous Event Center Complex Taskforce; it should be involved in master planning and providing advice and guidance on the future of the Events Center Complex and surrounding area; and the Board should be larger and include members with specific areas of expertise. Some of the proposed ordinance changes include: revising the name to Event Center Complex Advisory Board; increase voting members from seven to 11; establish ex-officio members; reduce terms from five years to three years, and allow for two consecutive full terms; have a meeting attendance policy; meeting frequency, no less than quarterly; and a modification of roles and duties. The next steps include: City Council consideration of the proposed ordinance revision; bringing forward new board member appointments for City Council approval; conduct the first new organizational meeting for the Board; do a market study of what the future campus could look like; and the master planning process.
