MINUTES Informational Meeting Wednesday, May 4, 2022 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Rick Kiley, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr Council Members Absent: Janet Brekke, Christine M. Erickson, Alex Jensen City Council Chair Curt Soehl called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. Metro Management Council: Wednesday, April 27, 2022 (Council Members Erickson and Kiley) Council Member Rick Kiley stated that the Council discussed improvements to the State radio system and an executive session was held. 3. Councilor Remarks There were none. 4. Presentations A. 2022-23 Sculpture Walk Review by Brandon Hanson, Director of Museums, WPAS & Sculpture Walk Presentation: Approximately 30 minutes followed by discussion Diane DeKoeyer, Planning and Development Services, opened the presentation, followed by Brandon Hanson, Director of Museums for the Washington Pavilion. Each provided background information about Scultpure Walk. Cody Hendricks, Curator of Museums for the Washington Pavilion and SculptureWalk then reviewed the sculptures. The Sioux Falls SculptureWalk program is celebrating its 19th year and has grown from 34 sculptures in 2004, to 67 sculptures in 2022. In the 19 years of SculptureWalk history, over 1,000 sculptures have been displayed. For the 2022 Program: 180 entries were received and juried by SculptureWalk; submissions were received from five countries outside the U.S. (Canada, China Nigeria, Ukraine and Zimbabwe); 25 states are represented; 10 new artists are included in this year's program-- 8 are artists from South Dakota and 4 of them are artists from Sioux Falls. 67 sculptures will be place in downtown Sioux Falls on May 14 on public right- of-way and/or other publicly-owned property. The SculptureWalk program represents public and private entities: Downtown Sioux Falls (DTSF), the Sioux Falls Arts Council, the Chamber of Commerce, and the City of Sioux Falls. Discussion followed about the selection process for the "People's Choice Award"; expanding the program beyond downtown; private sponsorhip; and an opportunity to meet several of the artists. 5. Public Comment There was none. 6. Executive Session A. Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25- 2(3) A motion was made by Council Member Selberg and seconded by Council Member Neitzert to enter Executive Session at 4:22 p.m. Roll call vote to enter Executive Session. 5 Yes: Kiley, Neitzert, Selberg, Soehl, Starr; 0 No: (None). Motion Passed. A motion was made by Council Member Starr and seconded by Council Member Neitzert to exit Executive Session and ajourn at 4:45 p.m. Voice vote to exit Executive Session. 5 Yes: Kiley, Neitzert, Selberg, Soehl, Starr; 0 No: (None).
