1. Call To Order
Council Members Present: David Barranco, Sarah Cole, Alex Jensen, Rich
Merkouris, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr
Council Members Absent: None
2. Committee/Commission Reports
A. Accessible Housing Advisory Board: Wednesday, May 4, 2022 (Council Member
Selberg)
Council Member Marshall Selberg provided an update stating the Board talked
about restructuring the Neighborhood Revitalization Program; discussion was held
about the sidewalk repair program; the public safety down payment assistance
program; and Selberg stated that tomorrow there would be an announcment at 1:00
p.m. at Falls Community Health that would announce a grant given to the County
and City regarding accessible housing.
B. Urbanized Development Commission (UDC): Thursday, May 12, 2022 (Council
Members: Neitzert and Starr)
Council Member Greg Neitzert stated the UDC approved the nomination of former
Council Member Christine M. Erickson as a member of the MPO Techinical
Advisory Committee representing the South Dakota Trucking Association. He
added that there were a few amendments to the State Transportation Improvement
Program and discussion was held about bridge improvement grants for bridges on
North Drive.
3. Councilor Remarks
Council Member Pat Starr provided an update regarding the three Museum
properties after the most recent storm stating there were some power outages; he
stated there was a a great video shot by a neighborhood of the storm coming in
over the Courthouse and damages done to the windows in a van.
Neitzert stated this was National Police Week and asked that everyone thank any
police officer they see for the hard work that they do. He also stated May is
National Bike Month; this week is National Bike to Work Week; and Friday, May
20th is National Bike To Work Day.
4. Presentations
A. April 2022 Monthly Financial Statements by Shawn Pritchett, Director of Finance
Presentation: Approximately 15 minutes followed by discussion
Pritchett spoke about the process for the Monthly Financial Report. He introduced
Cody Papke as his Chief Accountant and noted that the City of Sioux Falls has
been recognized for the second year in a row as of the the fastest cities to be
audited with a count of 78 days to review the audit. Pritchett stated that a normal
amount of time is 170 days to review an audit. Pritchett recognized his staff for their
hard work. Pritchett noted that Tom Huber, Assistant Director of Finance, will
handle the second portion of this presentation and he noted the value Tom has
provided by his years of service, including training several of the Finance Directors.
Pritchett spoke about: Economic overview; labor force and employment;
unemployment; inflation; building permits YTD Building Valuations; Sioux Falls YTD
Residential Permits (Units); Sales Tax Collectons without Audits; Entertainment Tax
Collections w/out audits; Industry Taxable Sales Data; Lodging Tax Receipts;
Lodging BID Tax Receipts; General Fund - Revenues YTD; and General Fund -
Expenditures YTD.
Huber resumed the presentation and reviewed the following: Monthly Financial
Report Overview: Economic & Financial Overview; Table of Contents; General
Fund Summary; Sales Tax Fund; Sales Tax Collections; Compilation of Other
Funds; Enterprise Funds Cash Flow; Capital Program; Total Debt; ARPA and LGA
Project Summary; and Budget/Appropriations Adjustments. This training is
designed to provide a background for the new City Council Members and illustrate
major financial areas that all Council Members will need to be familiar with.
B. Downtown 2035 Plan by Erik Nyberg, Chair Downtown 2035 Advisory Board; Dustin
Powers, Community Development Coordinator
Presentation: Approximately 15 minutes followed by discussion
Nyberg spoke about the Advisory Committee and provided background information
on the individuals that work on the 2035 Downtown Plan.
Powers continued with updates regarding the following: An overview of the Planning
Process and what the process looks like; A Report of Public Engagement and
Market Analysis and the Draft Plan. The Process is set up as follows: Data
gaterhing/process setup (Q1-Q2, 2022); Public Engagement/Market Analysis (Q2-
Q3, 2022); Report of Public Engagement/Market Analysis (Q3, 2022); Draft Plan
(Q4, 2022); and Final Plan and Adoption (Q1, 2023).
5. Public Comment
There was none.
6. Executive Session
A. Consulting with legal counsel or reviewing communications from legal counsel
about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-
2(3)
A motion was made by Council Member Jensen and seconded by Council Member
Barranco to enter Executive Session at 5:07 p..
Voice vote to enter Executive Session. 8 Yes: Barranco, Cole, Jensen, Merkouris,
Neitzert, Selberg, Soehl, Starr; 0 No: (None). Motion Passed.
A motion was made by Council Member Jensen and seconded by Council Member
Barranco to exit Executive Session at 5:28 p.m.
Voice vote to exit Executive Session. 8 Yes: Barranco, Cole, Jensen, Merkouris,
Neitzert, Selberg, Soehl, Starr; 0 No: (None). Motion Passed.
7. Adjournment
The meeting adjourned at 5:28 p.m.
