MINUTES Informational Meeting Tuesday, July 5, 2022 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco, Sarah Cole, Rich Merkouris, Greg Neitzert, Marshall Selberg, Curt Soehl Council Members Absent: Alex Jensen, Pat Starr Council Chair Curt Soehl called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. Metro Management Council: Wednesday, June 29, 2022 (Council Members Cole and Soehl) Council Member Sarah Cole stated that the Metro Management Council voted on employee wage increases for 2023 and the disbursement of remaining employee incentive pay for 2022. 3. Councilor Remarks Council Member Rich Merkouris stated that he attended a recent meeting of the Urban Agriculture Coalition. He described the goals of the group and explained that he plans to attend future meetings of the coalition. 4. Presentations A. Falls Park Visitor Center Management Agreement by Jackie Nelson, Recreation Manager Presentation: Approximately 5 minutes followed by discussion Jackie Nelson, Recreation Manager, stated that the current agreement is set to expire on September 30, 2022. It was written as a nine month term because of the ongoing discussion between the Chamber and Experience Sioux Falls (ESF) regarding separate legal status for ESF. The proposed agreement reflects the new status and will be a for a five-year term beginning on September 1, 2022 and ending on August 31, 2027. There was no discussion. B. Annual Ambulance Report and Rate Increase by Alicia Collura, Chief of Clinical Health Services; Mark Postma, President PCEMS; and, Mitchell Witt, Director of Operations PCEMS Presentation: Approximately 15 minutes followed by discussion Alicia Collura, Chief of Clinical Health Services, explained that all reporting requirements for the Annual Ambulance Report have been met by Patient Care EMS (PCEMS). Mark Postma, President of PCEMS then discussed the contract, which requires that the rates for all services provided by the company would be increased annually at the greater of three percent per year or the annual Consumer Price Index-Urban (CPI-U) each year. Because the latest annual CPI-U was 8.6%, contract rates will be adjusted accordingly. He also reviewed the composition of the company and highlights from its covid response. Mitchell Witt, Director of Operations for PCEMS, then provided a review of the company's contract performance. Clinical Key Performance Indicators for contract performance include average time on scene for trauma patients (11.5 minutes); average time on scene for stroke patients (13 minutes); and, average time on scene for STEMI patients (15.4 minutes). Compared to the Cardiac Arrest Registry to Enhance Survival (CARES), Sioux Falls non-traumatic cardiac arrest survival was 15% compared to 9% for all CARES. Overall patient satisfaction over the past year has ranged from 94% to 99% and reflects an average annual satisfaction rate over the past three years of between 97% and 99%. Witt reviewed calls for service trends. transport trends, compliance trends, and response times by priority. He concluded by discussing recent system improvements. Discussion followed about: ride-alongs; mobile dispatching; training; challenges the company faces; posts around town; retention and turnover; and the company's new facility on Russell Street.
