MINUTES Informational Meeting Tuesday, June 28, 2022 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Marshall Selberg (arr. 4:17 p.m.), David Barranco, Sarah Cole, Alex Jensen, Rich Merkouris Council Members Absent: Curt Soehl, Pat Starr, Greg Neitzert Council Vice Chair Alex Jensen called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. Multi-Cultural Center Board of Directors: June 15, 2022 (Council Member Starr) The report will be provided at a future date. B. Operations Committee: Wednesday, June 22, 2022 (Council Members: Jensen (Chair), Cole, Neitzert, Soehl) Council Vice Chair Alex Jensen stated that the Committee will be recommending the proposed ordinance regarding an annotated agenda be adopted with an amendment. The Committee also reviewed proposed to changes to the Policies and Procedures manual. The next meeting of the committee will include a review of other meeting policies and procedures. 3. Councilor Remarks Jensen recognized City Interns present in the audience. 4. Presentations A. Building Fees by Butch Warrington, Chief Building Official Presentation: Approximately 15 minutes followed by discussion Butch Warrington, Chief Building Official, gave the Council an overview of the Building Services office, which provides inspection, code analysis, plan review, and permitting services. The primary purpose of the presentation was to discuss proposed changes to Mechanical, Electrical, and Plumbing (MEP) permit fees, commercial building permit minimum fees, and residential permit minimum fees. The proposed changes are intended to provide consistency among all trades; the minimum $40 fee corresponds to the costs of an inspector, equipment, and overhead on a 30 minute inspection. The minimum fees were last revised in 1998. Other proposed changes to the ordinance include "other inspections and fees" and continuing education requirements for certain contractor and supervisor licenses. Warrington noted that all proposed changes were presented to various stakeholders, including the Home Builders of the Sioux Empire and several commercial contractors. The revisions are expected to go into effect on January 1, 2023, pending approval by the City Council. He concluded the presentation with a review of his office's staffing and workload. Discussion followed about: consultation with the public; fee comparisons to other cities; consistency among inspectors; the use of technology to ensure efficiency; re- inspection fees; and, payment for services. 5.
