1. Call To Order
Council Members Present: David Barranco, Sarah Cole, Rich Merkouris, Greg
Neitzert, Marshall Selberg, Curt Soehl, Pat Starr
Council Members Absent: Alex Jensen
City Council Chair Curt Soehl called the meeting to order at 4 p.m.
2. Councilor Remarks
Soehl spoke about the free leaf and branch drop-off locations made available by the
City after the recent storms. He noted they will close at the end of the month and
encouraged people to use them.
3. Presentations
A. Downtown Parking Ramp Update by Erica Beck, Chief of Staff
Presentation: Approximately 20 minutes followed by discussion
Erica Beck, Chief of Staff, discussed key actions in third quarter to include:
informational meeting updates; parking board updates; partner meetings;
informational discussions with industry leaders; and the development and
compilation of informational materials. At the September 13th Council Informational
Meeting, there will be a review of: a downtown market analysis; results of industry
discussions; and recommendations for announcing and marketing for submissions.
Beck will solicit feedback from the Council at the meeting on the following:
development expectations; lease or sale of the site and/or air rights; and incentive
requests. Discussion followed about: the benefit of involving the City Council; how
the soliciation for proposals will be developed; due diligence expectations; air rights;
options for the adjacent property also owned by the City; parking studies; and,
internal working group members.
B. Shape Places Ordinance & Proposed Amendments by Jason Bieber, Senior
Planner; and, Adam Roach, Urban Planner
Presentation: Approximately 15 minutes followed by discussion
Sam Trebilcock, Senior Planner, opened the presentation by providing an overview
of Planning & Development Services' departmental organization and the framework
for "Shape Sioux Falls 2040", the City's comprehensive plan. He went into detail
about chapters three and four, "Shape Neighborhoods" and "Shape Transitions",
respectively. Trebilcock showed how the future land use maps inform the
arrangement of neighborhoods and employment centers and how the character of
neighborhoods is maintained through the minimimization of land conflicts. Jason
Bieber, Senior Planner, then discussed why we have a zoning ordinance, the
history behind the current one, and it's goals. He explained the forms used to
categorize similar uses and how they help guide building and development. He
reviewed several forms and provided insight to buffer yard standards and
compatibility of adjacent land uses,
Adam Roach, Urban Planner, concluded the presentation with an in-depth review of
forthcoming proposed changes to the zoning ordinance. He explained the proposed
changes are based on: industry feedback; internal staff recommendations; and,
systematic reviews of the ordinance in general. The Homebuilders Associaition of
the Sioux Empire and the South Dakota Multi-Housing Associaition were included in
discussions as key stakeholders. Proposed revisions to the ordinances include:
Section 160.005, Definitions; 160.194, MD3 Bulk Regulations; 160.272 RE1
Principal Uses; 160.403, UT2: Tower Utilities; 160.485, Landscape Standards; and,
160.488, Buffer Yards. Next steps include working with the internal team to finalize
the proposed changes followed by the Planning Commission's and City Council's
consideration of the changes.
Discussion followed about: guidelines for UT-2; parking requirements; the rezoning
process; density; boat and RV parking standards; sensitive uses; and the MD-2
form.

"employee" does not include any independent contractor pursuant to SDCL 1-25-

The executive session was not held.
6. Adjournment
Council Chair Curt Soehl adjourned the meeting at 5:07 p.m.
