1. Call To Order
Council Members Present: David Barranco, Sarah Cole, Alex Jensen, Rich
Merkouris, Greg Neitzert, Curt Soehl, Pat Starr
Council Members Absent: Marshall Selberg
Council Chair Curt Soehl called the meeting to order at 4:00 p.m.
2. Committee/Commission Reports
A. Siouxland Heritage Museum Board: Thursday, November 3, 2022 (Council Member
Starr)
Councilor Pat Starr stated the Museum continues to work on how to properly scan
Argus Leader records. The process includes reviewing methods and services that
will provide the public access to the records from as far back as the late 1800's.
Starr stated that attendance at a number of their programs are back to pre-Covid
numbers.
B. Urbanized Development Commission (UDC): Thursday, November 3, 2022 (Council
Members: Barranco, Merkouris, Neitzert, Starr)
Councilor Greg Neitzert reported there was an election held for the Chair position
(Carol Twedt) and Vice-Chair Position (Pat Starr). He said they also appointed
members to a sub committee and there was a presentation of Brandon's city wide
transportation plan.
3. Councilor Remarks
Soehl reminded the members of the audience and the viewing public that today is
Election Day and encouraged citizens to get out and vote.
4. Presentations
A. Sustainability Plan Update by Mark Cotter, Director of Public Works; Joshua
Peterson, Environmental Services Director; Holly Meier, Sustainability Coordinator
Presentation: Approximately 20 minutes followed by discussion
Peterson began by reviewing the sustainability plan work to date, the Sustainability
Action Plan going forward and why the plan will benefit Sioux Falls. A timeline of
dates and activities was displayed and reviewed. Peterson noted that all of the
following entities are interconnected: Community Vitality and Sustainable Living;
Materials Management and Waste; Sustainable Economy; Energy and Buildings;
Transportation and Land Use; and Natural Systems. Peterson noted feedback on
the draft raised the following three primary concerns: Energy and Buildings; Choice
of Utilities; and Cost. Peterson reviewed the 'what we heard' and 'what we've done'
aspects for each of these concerns.
Meier stated that the new name is now the Sustainable Sioux Falls Plan noting that
they were going to separate internal and external goals. The next draft will include a
change in length and language in the presentation. The new website is:
siouxfalls.org/sustainabilityplan. There will be future meetings with City Council
Members and more public engagement. A chart was displayed indicating the
upcoming community engagement and public input timeline.
Discussion followed regarding: acknowledging the presence of steering committee
members in the audience; requesting of examples from other communities and goal
setting; and appreciation was expressed for the hard work that is going into this the
sustainability plan.
5. Public Comment
Jeff Smith asked about feedback on the Sustainability Pllan update.
6. Executive Session
A. Consulting with legal counsel or reviewing communications from legal counsel
about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-
2(3)
B. Discussing information pertaining to the protection of public or private property and
any person on or within public or private property specific to cyber security plans,
computer, communications network schema, passwords, or user identification
names, pursuant to SDCL 1-25-2(6)(d)
A motion was made by Council Member Jensen and seconded by Council Member
Cole to enter Executive Session at 4:25 p.m.
Roll call vote to enter Executive Session. 7 Yes: Barranco, Cole, Jensen,
Merkouris, Neitzert, Soehl, Starr; 0 No: (None). Motion Passed.
A motion was made by Council Member Starr and seconded by Council Member
Jensen to exit Executive Session and adjourn at 4:45 p.m.
Voice vote to exit Executive Session. 7 Yes: Barranco, Cole, Jensen, Merkouris,
Neitzert, Soehl, Starr; 0 No: (None). Motion Passed.
7. Adjournment
The meeting was adjourned at 4:45 p.m.
