MINUTES Informational Meeting Tuesday, September 26, 2023, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco, Rich Merkouris, Marshall Selberg, Pat Starr Council Members Absent: Sarah Cole, Alex Jensen, Greg Neitzert, Curt Soehl 2. Councilor Remarks Councilor Starr gave an update on the Washington Pavilion restoration project. 3. Presentations A. The Link Update by Thomas Otten, Assistant Vice President, Avera Behavioral Health Presentation: Approximately 15 minutes followed by discussion Mr. Thomas Otten, Assistant Vice President, Avera Behavioral Health, gave a detailed presentation on "The Link" (presentation attached). There was discussion on: the financials and administration of The Link; community collaboration and its management; Avera's relationship with other agencies in regard to The Link and if there are any conflicts of interests; possibility of funding for an executive director, strategic-level leadership at The Link; how the public can determine when to go to The Link for assistance; issues with housing placement/transition for individuals after completion of programs; staffing; and success stories. 4.
