MINUTES Informational Meeting Tuesday, October 3, 2023, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Rich Merkouris, Greg Neitzert (arr. 4:03 p.m.), Marshall Selberg, Pat Starr Council Members Absent: David Barranco, Sarah Cole, Alex Jensen, Curt Soehl City Council Chair Marshall Selberg called the meeting to order at 4 p.m. 2. Councilor Remarks There were none. 3. Presentations A. 2023 Bicycle Plan and 2021 Pedestrian Plan by Jeff Schmitt, Planning Projects Coordinator; Sam Trebilcock, Senior Planner; and Fletcher Lacock, Urban Planner Presentation: Approximately 15 minutes followed by discussion Fletcher Lacock presented the Bicycle and Pedestrian Plans (presentation attached). Discussion followed about: Vision Zero; Thank you to staff for their work on both plans; pedestrian fatalities; Complete Streets 2.0; consultant’s report and Complete Streets update; a resolution to adopt Complete Streets; status update for the 15th Street Bicycle Boulevard; crosswalk paintings; traffic circle accidents; blue paintings and bump outs; neighborhood input; lessons from North Minnesota Avenue regarding pedestrian and bicycle safety; the next bicycle corridor; outlook for protected bicycle lanes or abutments; and limited right of ways and how to protect them. 4.
