MINUTES Informational Meeting Tuesday, October 10, 2023, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco, Sarah Cole, Rich Merkouris, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr Council Members Absent: Alex Jensen Council Chair Marshall Selberg called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. Siouxland Heritage Museum Board: Thursday, October 5, 2023 (Council Member Starr) Councilor Pat Starr spoke on the follow-up report received from the tower clock maker who conducted a review of the tower clock; the report contained five options to consider for refurbishing and making capital improvements of the clock tower. Starr also gave the Siouxland Heritage Museum Board report. 3. Councilor Remarks There were none. 4. Presentations A. Dakota State University Applied Research Corporation Update by Dr. José-Marie Griffiths, President of Dakota State University Presentation: Approximately 15 minutes followed by discussion Dr. José-Marie Griffiths, President of Dakota State University, presented the Dakota State University Applied Research Corporation Update (presentation attached). Discussion followed on construction costs and license applications. B. Forestry Update: EAB Progress, Planting, and Grant Opportunity by Brett Kollars, Assistant Director of Parks and Recreation Presentation: Approximately 15 minutes followed by discussion  Brett Kollars, Assistant Director of Parks and Recreation, gave a presentation on Forestry Update: EAB Progress, Planting, and Grant Opportunity (presentation attached). There was discussion on the following: ash trees and the status of the bike trail and City parks; EAB and symptoms; the annual tree survey for EAB; EAB treatment; grant dollars utilization; treatment costs, oak wilt, cottonwood trees, awarded grant, and the process for planting trees and receiving vouchers. 5.
