Informational Meeting
Tuesday, November 7, 2023, at 4:00 PM

1. Call To Order
Council Members Present: David Barranco, Sarah Cole, Alex Jensen, Rich
Merkouris, Greg Neitzert, Marshall Selberg, Curt Soehl
Council Members Absent: Pat Starr
Council Chair Marshall Selberg called the meeting to order at 4 p.m.
2. Committee/Commission Reports
A. Accessible Housing Advisory Board: Wednesday, November 1, 2023 (Council
Member Selberg)
Selberg gave the report from the November 1, 2023 Accessible Housing Advisory
Board on the following: an update on prime and mortgage lending rates; updates on
the housing market; an udpate on some demographical statistics in the Sioux Falls
School District; and an update at the county-level for homeless family statistics.
B. Siouxland Heritage Museum Board: Thursday, November 2, 2023 (Council Member
Starr)
Councilor Pat Starr was not available to present the Siouxland Heritage Museum
Board report, the report was moved forward to the November 14, 2023
Informational Meeting.
C. Operations Committee: Tuesday, November 7, 2023 (Council Members: Jensen
(Chair), Cole, Neitzert, Soehl)
Council Vice Chair Rich Merkouris gave the Operations Committee Report
regarding the potential of creating an additonal City Council staff position.
3. Councilor Remarks
Councilor David Barranco congratulated the Lincoln High School and O'Gorman
High School football teams playing for the State Championship.
Selberg spoke on the "Novem-Burn for Hope" fundraiser and awareness of the
Operation Hope Fund.
4. Presentations
A. Lead Free SD Project by Ted Lewis, Water Division Environmental Engineer
Presentation: Approximately 10 minutes followed by discussion
Ted Lewis, Water Division Environmental Engineer, gave a presentation on the
Lead Free South Dakota Project (presentation attached).
There was discussion on the following: availability of the lead pipe survey for the
public; survey responses; what risks exist and types of steps that can be taken by
homeowners if they discover lead pipes in their homes; the types of pipes used by
the City; specifics of the lead pipe testing methods; whether there is state or federal
funding available for the City; and the replacement of lead piping in the future.
B. Recycling Program Update by Holly Meier, Sustainability Coordinator
Presentation: Approximately 15 minutes followed by discussion
Mark Cotter, Public Works Director, and Holly Meier, Sustainability Coordinator,
presented an update on the recycling program (presentation attached).
There was discussion on the following: costs of educating the pubic on recycling
and communication strategies; distinction of items that can be recycled; financial
impacts; the struggles with the recycling program; incentives for recycling; shifts in
behavior; and incentives & penalties for haulers.
Selberg invited any haulers in attendence to speak on what their companies are
doing to get the message out to the public. Jake Anderson, owner of Millenium
Recycling, shared some information from the Waste Characterization Report and
extended an invitation for the Council to visit their facility.
Tim Edman, Solid Waste Planning Board (SWPB) Member, spoke on three
elements for recycling success.
There was additional discussion on whether the City of Sioux Falls works with
communities and haulers outside of the city limits to use the City Landfill, and the
downward trend in the percentages of recycling over the last few years.

Council Chair Marshall Selberg adjourned the meeting at 5:05 p.m.
